Tamil Nadu Local Body Elections Delayed Beyond March 2027

Tamil Nadu’s rural and urban local body elections will not be held before March 2027, with the state government citing pending reorganisation, ward delimitation, reservation processes, monsoon-related work, by-elections and the upcoming census, government sources told The Times of India.

The government has decided to hold simultaneous elections for rural and urban local bodies after March next year. The decision comes as administrative changes are under way in several parts of the state, including the merger of rural local bodies with urban local bodies and the creation or expansion of local administrative units.

On Monday, the government appointed special officers to administer rural local bodies in nine districts where the terms of elected representatives ended. The districts are Kancheepuram, Chengalpattu, Villupuram, Kallakurichi, Vellore, Ranipet, Tirupattur, Tirunelveli and Tenkasi.

The tenure of special officers in 28 other districts, where the terms of local representatives ended in January last year, has also been extended until April 19, 2027. This means village-level administration in these areas will continue under appointed officials rather than elected representatives during the reorganisation and election process.

A senior official cited by The Times of India said delimitation work was pending in newly created urban and rural local bodies. The official also said monsoon-related work and by-elections were expected to continue until December, followed by the census in February, making elections before March impractical.

Tamil Nadu’s urban local bodies are due to complete their five-year term in March. However, the state’s commissioner of rural development and panchayat raj informed the government earlier this month that elections to rural local bodies in all 37 districts could not be held before October 19 because the reorganisation process was incomplete.

The process includes the proposed merger of 46 rural local bodies with urban local bodies and the notification of expanded urban local bodies. These changes would alter the boundaries of village panchayats, panchayat unions and district panchayats. Following the creation of new panchayats and the mergers, delimitation and reservation processes must be completed in 23 districts before rural local body elections can be held.

The state government has also given an undertaking before the court in a writ petition filed in 2024 that rural local body elections would be conducted only after the reorganisation process is completed. Until then, special officers will continue to administer the affected villages.

Under the interim administrative arrangement, zonal block development officers will oversee village panchayats. Assistant directors of panchayats and audit will supervise panchayat unions, while additional directors of district rural development agencies will administer district panchayats. The government’s next formal milestones are the completion of local-body reorganisation, ward delimitation and seat-reservation procedures before elections are scheduled after March 2027.
