Radial Road-2 Tender Faces ₹3,296-Crore Irregularity Allegations

BRS working president K.T. Rama Rao has alleged irregularities in the ₹3,296-crore Radial Road-2 tender in Telangana and demanded that Chief Minister A. Revanth Reddy cancel the process, citing concerns over bidder disqualifications, transparency and the speed of evaluation.

In an open letter to the Chief Minister, Rama Rao alleged that some firms were favoured and awarded contracts after lower bidders were disqualified. The allegations concern an 81.15-kilometre greenfield expressway planned from the Outer Ring Road at Budvel to NH-167N near Kodangal.

The project has been divided into three packages. Rama Rao questioned whether the tender process was transparent and whether the technical eligibility requirements were applied uniformly to all participating companies. He alleged that technical grounds were used to exclude certain bidders while contracts were awarded to preferred firms.

The BRS leader also questioned how the tender process and contractor selection could be completed in around five working days for a project of this scale. According to the report, 13 bids were evaluated during the process. Rama Rao asked whether the bids could have been examined adequately within that period.

His allegations have not been established as proven wrongdoing in the supplied report. The central issue raised is whether the evaluation of the three packages followed a documented, uniform and auditable process, particularly when the project involves a substantial public expenditure and a major new road connection.

Rama Rao demanded that the state government disclose the complete financial details of all three packages. These include the estimated project costs, prices quoted by bidders, comparative statements prepared during evaluation and the final contract values.

The proposed expressway would connect Budvel on Hyderabad’s Outer Ring Road with NH-167N near Kodangal, placing the project within the wider expansion of road infrastructure beyond the city’s existing urban edge. The project’s greenfield character and 81.15-kilometre length make the tender process significant for public scrutiny, although the supplied report does not provide details of the planned construction schedule, land acquisition status or expected traffic capacity.

Rama Rao has called for the tender to be cancelled and for the financial and technical evaluation records to be disclosed. The supplied report does not include a response from the Chief Minister’s office, the state government, the tendering authority or the firms involved in the contracts.
