Maharashtra’s integrated digital governance platform is scheduled to launch on January 26, 2027, after Chief Minister Devendra Fadnavis directed government departments and MahaIT to complete all pending work by December 31.

The platform will combine services currently available through MahaDBT 2.0, MAITRI 2.0 and Aaple Sarkar 2.0. The state government says the integration is intended to make public services easier to access through digital channels and reduce the need for citizens to visit government offices.

Fadnavis issued the directions during a meeting at his official residence, Varsha, to review the integration and streamlining of services across the three platforms. He said coordination between departments and MahaIT would be essential for uninterrupted service delivery. Departments have also been asked to avoid frequent changes to technical requirements during development.

The government expects the completed system to reduce the daily administrative burden on departments by 50 per cent. Fadnavis said its success would be measured by citizens’ experience and feedback rather than only by the completion of technical work. He directed MahaIT to ensure that the platform meets departmental requirements and called for a time-bound mechanism to record and resolve technical and administrative issues.

External portals must be integrated with Aaple Sarkar and MAITRI by November 30. MahaIT and MAITRI have also been directed to complete the development and integration of government-to-citizen and government-to-business services approved by the High-Powered Committee by that date.

User acceptance testing, field testing, training for officials, preparation of user manuals and citizen awareness activities must be completed by December 15. Departments have additionally been instructed to complete the process of issuing government resolutions within three days of approval by the High-Powered Committee.

The review found that 723 of 1,222 services examined by the government had been rationalised. These included 32 non-service items, 83 obsolete services, 51 immediate services and 333 duplicate or supplementary services. Further action is under way on 467 services across 46 subdivisions following approval from the High-Powered Committee.

The state plans to add 130 schemes operated by various corporations to MahaDBT 2.0 through standardised application forms. A unified MahaHostel platform is also being developed for more than 1,700 hostels managed by nine departments.

Other proposed systems include a centralised registration portal for government contracts based on the principle of one contractor and one identification number, and a data-driven mechanism to proactively identify pension beneficiaries. The government has identified 89 lakh potential beneficiaries across Maharashtra for the pension-related system.

The state is also developing an integration between the Sports eCertificate platform and the state education board so that students’ verified sports marks can be automatically included in examination results.

Maharashtra has 32,479 active service centres. Of these, 17,517 have reported compliance with prescribed standards and 12,824 have completed verification, according to the review. The centres will be classified as Smart, Capable, Emerging and Aspiring on the basis of application volumes, operational days, approval rates, citizen feedback and quality standards.

Centres classified as Smart are scheduled to be felicitated on January 26, 2027. Deputy Chief Minister Sunetra Ajit Pawar, Information Technology and Artificial Intelligence Minister Ashish Shelar, Maharashtra State Commission for Right to Services Chief Commissioner Manukumar Shrivastava, senior officials and representatives of MahaIT, MAITRI and Samagra attended the meeting.
