Kerala Land Titles Drive Surpasses Target With 11,000 Pattayas

Kerala distributed land titles, or pattayas, to 11,000 people in 100 days, exceeding the Revenue Department’s original target of 5,000, Revenue Minister A.P. Anil Kumar said at an event in Kochi. He also said the government would take steps to speed up the issue of titles to poorer residents.

The minister was speaking at the inauguration of the Ernakulam Smart Village Office and the distribution of pattayas to residents of the 24-room Paradise Nagar colony. The announcement places land-title delivery alongside the state’s effort to modernise village-level administrative offices, linking property documentation with the everyday delivery of public services.

According to the minister, the 11,000-title figure was achieved during the 100-day action programme in which the Revenue Department had initially announced a target of 5,000 pattayas. The report does not provide a district-wise breakdown of the beneficiaries, the categories of land covered or the number of pending applications still awaiting approval.

Kumar said the government would take further measures to make pattayas available quickly to poor sections of the population. A land title can provide formal recognition of possession or ownership, depending on the nature of the grant, and can be important for accessing housing improvements, public services and other government processes. The report does not specify the administrative changes or timelines planned for speeding up future approvals.

The minister also said that making government offices “smart” should benefit the people who use their services. He said the government was working to convert all village offices into smart village offices because basic facilities for residents were essential. The remarks point to an administrative model in which improvements to public buildings are expected to support faster and more accessible citizen services.

The Ernakulam event was attended by T.J. Vinod, MLA, who presided over the programme, and Kochi Corporation Mayor V.K. Minimol. District Collector G. Priyanka, municipal welfare standing committee chairman Antony Painuthara and councillors K.V.P. Krishnakumar, Augustine Sebastian, Albert Ambalathingal and K.X. Francis were also present.

The government’s next stated step is to continue measures aimed at making land titles available more quickly, particularly for poorer residents, while expanding the smart village office initiative across Kerala.
