Delhi DJB Pit Accident Probe Finds Alcohol in Victim’s Blood

Barricaded Delhi Jal Board excavation site linked to the DJB pit accident investigation

A supplementary chargesheet filed by Delhi Police in the Delhi Jal Board pit accident that killed 25-year-old Kamal Dhyani records alcohol in his blood, while the investigation into alleged lapses by civic officials and contractors is continuing.

According to an Forensic Science Laboratory report submitted before Judicial Magistrate Harjot Singh Aujla, Dhyani’s blood sample contained 150.2 mg of ethyl alcohol per 100 ml of blood. Section 185 of the Motor Vehicles Act sets the permissible alcohol limit for driving at 30 mg per 100 ml of blood.

The FSL report, however, does not interpret the finding or state that alcohol consumption caused the accident. Dhyani, a private bank employee and resident of Kailashpuri, died during the intervening night of February 5 and 6 after his motorcycle fell into a 15-foot-deep pit at a sewer rehabilitation site in Janakpuri.

The supplementary chargesheet records the family’s allegation that the site lacked adequate safety measures. The police investigation is examining the responsibilities of the contractor, supervisors and officials connected with the work, including how the excavation was managed and monitored.

Police also examined minutes of Committee of Creditors meetings of KKSPUN India Ltd held on October 23 and November 12, 2025. The records, according to the chargesheet, indicated that suspended directors Kavish Gupta and Himanshu Gupta continued to manage company operations and sought reimbursement for site visits despite the suspension of their powers.

Investigators recorded the statement of general manager Nalin Kant, who allegedly said he received direct instructions from the suspended directors regarding day-to-day operations. Company employees and DJB officials identified Kant as the overall supervisor and the key coordinator between the contractor and the civic agency.

DJB executive engineer AK Grewal told investigators that Kant had been instructed to ensure safety measures during execution of the work. The account places the question of responsibility within the broader chain linking the contractor’s operations, site supervision and the civic agency responsible for the sewer rehabilitation project.

Delhi Police said its investigation into the role of DJB officials is continuing. Investigators are awaiting an FSL physics report, and another supplementary chargesheet is expected after the remaining aspects of the probe are completed.
