Whitefield Residents Move to Protect Inner Circle Park from Events

Whitefield Inner Circle Park, a public green space in Bengaluru

Whitefield residents have petitioned the Bengaluru East City Corporation (BECC) to protect Inner Circle Park as a public recreational space and prevent its use for commercial, political, festival and other organised events.

The petition was submitted by the Whitefield Settlers and Residents Association (WSRA) on behalf of residents of Inner and Outer Circle. The association has asked the corporation to ensure that the park remains exclusively available for public recreation and is not converted into a venue for commercial activities, private functions or other organised programmes.

Citing the Karnataka Parks, Play-fields and Open Spaces (Preservation and Regulation) Act, 1985, WSRA said parks and open spaces are statutory public assets that must be protected from diversion to incompatible uses. The petition also referred to court observations supporting the preservation of parks, playgrounds and open spaces, according to the residents’ submission.

The residents’ demand comes as Whitefield faces rapid urbanisation and rising pressure on neighbourhood infrastructure. The petition described the area as densely populated and said residents are already dealing with congestion, noise and air pollution, excessive garbage accumulation and pressure on the local electricity supply.

WSRA said large events at Inner Circle Park could intensify these problems. “Large events cause significant disruption to daily life, including traffic noise and air pollution, excessive garbage accumulation and instability in electricity supply, creating avoidable health and safety concerns in an already heavily congested neighbourhood,” the association stated in the petition.

The association has urged the corporation to retain Inner Circle Park exclusively as a public park. Its demands include a ban on commercial events, fairs, exhibitions, stalls, promotional activities, political meetings and private functions at the site.

WSRA has also asked the corporation to prohibit temporary or permanent structures that could compromise the park’s recreational and public character. The petition places the dispute within a wider civic question over how public open spaces in rapidly expanding neighbourhoods are managed and what activities are compatible with their designated use.

The supplied petition does not include a response from the Bengaluru East City Corporation or details of any decision taken on the residents’ demands. The next step is for the corporation to consider the representation and communicate its position on the permitted use of Inner Circle Park.
