Umbarde Waste Plant Inspection Marred by Alleged Assault, Safety Gaps

Umbarde waste plant machinery and workers at a municipal waste-processing facility in Kalyan

An inspection of the Kalyan-Dombivli Municipal Corporation’s Umbarde waste processing plant was marred by the alleged assault of a supervisor by supporters of BJP MLA Sulabha Gaikwad on Monday, as officials and political functionaries raised concerns about machinery, worker identification and safety arrangements at the facility.

According to a report by Times of India – Mumbai, the supervisor was allegedly assaulted in the presence of Gaikwad and KDMC deputy commissioner Ramdas Kokare. The supporters reportedly accused the supervisor of being under the influence of alcohol. That allegation has not been independently established and requires verification.

The inspection focused on the functioning of the waste-processing plant and the performance of its contractor. Gaikwad and BJP functionaries expressed dissatisfaction with the facility, alleging that the work expected under a contract worth crores of rupees was not being carried out adequately.

The concerns raised during the visit included machinery that was reportedly not operational, workers without identity cards and an absence of necessary safety equipment. The inspection also raised allegations that children were involved in waste picking at the facility. Questions were further raised over whether vehicles operating at the dumping ground had the required documents.

Gaikwad sought an immediate inquiry and appropriate action against the contractor. She said the contractor should be replaced if an investigation found that the work was not being performed properly. The alleged assault, however, raised questions about how complaints regarding municipal operations and contractor performance were handled during the inspection.

Kokare disputed part of the account concerning the machinery, saying the equipment was operational but that some machines had developed technical problems. He said efforts were under way to repair them. He also said the reported absence of identity cards would be investigated and that the contractor would be instructed to make identity cards compulsory for all workers.

The episode places attention on the operational and oversight systems behind municipal waste processing. At the Umbarde facility, wet waste is processed to produce compost, reusable material is separated from dry waste and the remaining waste is sent to cement factories. Disruptions or inadequate supervision at any stage can affect how waste is handled after collection, although the report does not establish the scale or duration of any such impact.

The allegations concerning children at the facility, worker safety equipment, vehicle documentation and machinery performance remain matters for the proposed inquiry. Any action against the contractor or individuals involved in the alleged assault would need to follow the relevant investigation and due process. KDMC’s next steps, including the inquiry into the contractor’s operations and worker identification arrangements, will determine how the concerns raised during the inspection are addressed.
