Telangana Tightens Road Safety Rules With Monthly Reviews and CAG Audits

Telangana road safety review framework covering urban roads and traffic safety measures

Telangana has ordered monthly meetings of district road safety committees, real-time online tracking of road safety funds and mandatory Comptroller and Auditor General (CAG) audits of state and district accounts under a new framework aimed at reducing road accidents and fatalities.

The guidelines were issued through a government order in accordance with directives from the Union Ministry of Road Transport and Highways, Transport Minister Ponnam Prabhakar said. The measures cover the administration, monitoring and utilisation of road safety funds across the state.

Under the framework, the road safety cess collected under the Telangana Motor Vehicles Taxation (Amendment) Act, 2026, will be credited to the Telangana road safety non-lapsable fund. The statutory state road safety council, headed by the chief minister and with the transport minister as vice-chairman, will oversee the fund’s administration and management.

The government will extend its online accounting system to all districts. The system is intended to allow authorities to monitor receipts and expenditure in real time and improve transparency in how road safety funds are used. Accounts maintained at both state and district levels will be subject to mandatory CAG audits.

Details of the funds and their utilisation will also be uploaded to the Union road transport ministry’s portal. According to the guidelines, this will make the information accessible to the Supreme Court committee on road safety.

District collectors have been directed to immediately activate district road safety committees and ensure that they meet every month. Each district must appoint a road safety coordinator and prepare a district road safety plan setting out the measures proposed to improve road safety.

The police, health, roads and buildings, and education departments, along with the Greater Hyderabad Municipal Corporation, have been asked to appoint nodal officers for road safety coordination within their respective jurisdictions. The office of the additional director-general of police (road safety) will function under the state road safety council to coordinate the departments and agencies involved.

Several departments and agencies will also have to submit quarterly action-taken reports to the lead agency for road safety. The listed agencies include TG-TMARS, the roads and buildings department, the public health department, the panchayat raj department, the National Highways Authority of India, 108 emergency services provider EMRI, the school and collegiate education departments, the excise department and the municipal administration department.

The reporting system is intended to help authorities track implementation across departments and periodically review progress. The framework places road safety within a multi-agency structure involving enforcement, emergency response, public health, road construction, education and municipal administration.

Prabhakar said the guidelines would establish a structured mechanism for managing road safety funds, monitoring their utilisation and coordinating interventions at state and district levels. The government’s stated objective is to use the framework to make roads safer for commuters and reduce accidents and fatalities across Telangana.
