Telangana Rising 2047 Puts Hyderabad at Core of $3 Trillion Plan

Telangana Rising 2047 development vision centred on Hyderabad and its expanding urban region

Telangana Chief Minister A Revanth Reddy has urged young people and business federations to build companies and partner with the state government, while outlining a development framework that places Hyderabad and its surrounding regions at the centre of Telangana’s goal of becoming a USD 3 trillion economy by 2047.

Speaking after inaugurating the Samakhya Chamber of Commerce in Hyderabad on Wednesday, Reddy said the state was targeting a USD one trillion economy by 2034 and a USD three trillion economy by 2047. He said the government wanted to increase Telangana’s contribution to India’s GDP from the current five per cent to 10 per cent.

The Chief Minister said Telangana had been divided into three economic zones for the purpose of achieving these targets. The CURE, or Core Urban Region Economy, covers the area within Hyderabad’s Outer Ring Road and is being developed as a hub for information technology and services.

The PURE, or Peri-Urban Region Economy, lies between the Outer Ring Road and the Regional Ring Road. According to Reddy, this zone will focus on manufacturing industries, industrial parks and logistics. The RARE, or Rural Agriculture Region Economy, will focus on agriculture, food processing, agro-based industries and rural employment.

The framework links the future expansion of Hyderabad to economic activity beyond the city’s existing urban boundary. It also places the Outer Ring Road and the proposed Regional Ring Road within a wider spatial strategy connecting the metropolitan core with industrial, logistics and rural production zones.

Reddy appealed to investors to join the government’s Telangana Rising 2047 vision and assured them that the state would provide support and protection for investments through investor-friendly policies. He said Telangana had not witnessed major policy changes and that his government had retained beneficial initiatives introduced by the previous BRS government between 2014 and December 2023.

The Chief Minister also called on young people to move beyond employment in large global companies and create businesses of their own. Referring to Microsoft CEO Satya Nadella and Adobe CEO Shantanu Narayen, he said Indian-origin executives were leading global corporations that they had not founded or owned. He cited Hyderabad-based space technology company Skyroot Aerospace as an example of the type of enterprise Telangana wanted to encourage.

“If 10 Skyroots emerge from our state, our region, our economy will be strengthened,” Reddy said.

Women’s participation in the workforce was another focus of the address. Reddy said countries with high economic growth had more than 50 per cent of women in the workforce, while that share was lower in India. He said women entrepreneurs needed greater encouragement.

The state government, he said, had facilitated bank linkages worth Rs 61,000 crore for women’s self-help groups, which have 67 lakh members in Telangana. He added that self-help groups had been enabled to purchase buses and lease them to the state-run Road Transport Corporation.

The Telangana government had unveiled the Telangana Rising 2047 Vision Document in 2025, with the stated aim of accelerating economic growth and positioning the state as a global investment destination. The latest appeal to business organisations seeks private-sector participation in implementing that vision across the core urban, peri-urban and rural zones.
