Tamil Nadu Plans Premium Property Registration Hubs Across 5 Locations

Tamil Nadu registration hub concept with citizens waiting at a modern property registration facility

Tamil Nadu’s registration department has proposed five model registration hubs in Chennai, Chengalpattu district and Coimbatore, offering appointment-based queues, air-conditioned waiting areas and premium assistance at charges of up to ₹10,630 in addition to registration fees and stamp duty.

The pilot hubs will be established at three Chennai locations — Ambattur in north Chennai, Thiruvanmiyur in south Chennai and T Nagar in central Chennai — along with one centre in Chengalpattu district and one in Coimbatore. The department has invited tenders to appoint a service provider to design, establish, operate and maintain the facilities.

The proposed hubs are intended to address long queues, overcrowding and uneven service conditions at conventional sub-registrar offices. They are expected to provide digital token systems, SMS and WhatsApp notifications, Wi-Fi, drinking water, refreshments and assistance from trained service executives. The department has said the facilities could be located in malls or other premium premises.

The model will offer standard, urgent and premium service options. The proposed facilitation charges, including GST on the service provider’s share, are ₹2,090 for standard service, ₹5,225 for tatkal standard service, ₹7,441 for premium service and ₹10,630 for tatkal premium service.

Commercial Taxes and Registration Minister D Logesh Tamilselvan said the offices would be located in premium premises. The department has also clarified that citizens will continue to have access to existing sub-registrar offices and that the statutory authority to scrutinise, approve and register documents will remain with government-appointed sub-registrars.

Under the proposed arrangement, the private service provider will manage infrastructure, technology, facility operations and citizen-facing assistance. It will not have authority over decisions relating to the registration of documents, according to a department official quoted by The Times of India.

The pilot hubs are expected to become operational within 60 days of the agreement being signed. The department has proposed expanding the network by a further 20 hubs after the pilot phase, taking the planned network to 25 centres across Tamil Nadu.
