Ranchi Voter List Drive Flags Pending SIR Documents Before Final Roll

Ranchi voter list notice process at a polling station in Jharkhand

Ranchi voters whose documents remain pending after two notice hearings under the Special Intensive Revision (SIR) will be identified in booth-wise lists and displayed at polling stations in the first week of November, Jharkhand chief electoral officer K Ravi Kumar said on Thursday.

Kumar directed electoral registration officers and assistant electoral registration officers to prepare the lists by October 22. The lists will include electors whose cases remain unresolved despite being served two notices during the revision process.

The lists will be shared with Booth Level Agent-2 representatives of recognised political parties during their fifth meeting with booth-level officers in the first week of November. The Election Commission’s stated objective is to help voters complete pending documentation with assistance from political party representatives and election officials, while making the revision process more transparent.

The decision is significant for voters whose names or eligibility may depend on completing document-related requirements during the SIR exercise. Displaying the lists at the respective polling stations is intended to make the status of pending cases visible locally, rather than leaving affected voters dependent only on individual communication from election officials.

Kumar also instructed booth-level officers to maintain separate registers for eligible citizens, particularly youths and first-time voters, who have applied through Form 6 but have been unable to submit supporting documents. BLOs have been asked to contact these applicants and assist them in furnishing the required papers.

Form 6 is used for applications for inclusion in the electoral roll, while Form 8 is used for corrections. The CEO directed officials to expedite digitisation on ECINET of Form 6 applications, Form 8 correction requests and speaking orders issued after notice hearings. These records are part of the administrative process through which applications and objections are processed.

Kumar further clarified that a voter’s name cannot be deleted merely because the person is enrolled in another state or Assembly constituency. Such deletions can be carried out only after the prescribed procedure has been followed.

Jharkhand’s final electoral roll under the extended SIR schedule is scheduled to be published on November 30. Before that deadline, officials are expected to complete the booth-wise lists, assist applicants with pending documents and update the relevant digital records.
