Pune Noise Pollution Protest Targets Festival Enforcement Gaps

A Pune citizens’ forum will hold a protest on Sunday demanding public disclosure of noise-level records and action taken against alleged violations during this year’s Ganeshotsav, placing enforcement of festival noise regulations under scrutiny ahead of Navratra and Diwali.

Loudspeaker Virodhi Punekar Manch has scheduled the protest for 5pm near the Jhansi Rani statue at Balgandharva Rangmandir Chowk. The forum is seeking noise-level measurement records, complaints received during Ganeshotsav and details of action taken against those found to have violated prescribed limits.

The forum has alleged that the records and enforcement details were not adequately disclosed during the festival. It also said the information had not been made public even two weeks after the immersion processions concluded on September 26.

Citizen activist Mukund Kirdat said the forum submitted memorandums on Saturday to the Pune police, Pune Municipal Corporation and Maharashtra Pollution Control Board. The memorandums sought details of the action taken against noise-pollution violations during the festival.

The demands place three public agencies at the centre of the issue. Police authorities are responsible for responding to complaints and enforcing applicable restrictions, while the civic administration and the pollution-control board are among the institutions being asked to provide records and explain the action taken. The report did not specify the number of complaints, recorded decibel levels or penalties imposed.

Noise monitoring during large public festivals depends not only on rules but also on how violations are recorded, attributed and acted upon. The forum’s demand for measurement records and complaint details focuses on that administrative trail, asking authorities to make enforcement visible after the event rather than limiting disclosure to the period during which celebrations are under way.

The timing of the protest is linked to the next festival cycle. The forum has called for stricter implementation of noise-pollution regulations and relevant court directives ahead of Navratra and Diwali, when amplified sound and public gatherings are again expected to create enforcement demands across the city.

The protest is therefore seeking both retrospective information about Ganeshotsav and clearer enforcement ahead of upcoming festivals. Its immediate requests are for access to official records and details of action taken, while its broader demand is that existing noise regulations and court directions be implemented more strictly.

The police, PMC and MPCB had received the forum’s memorandums by Saturday, according to Kirdat. The forum’s scheduled protest near Balgandharva Rangmandir Chowk on Sunday is the next stated step in its campaign for disclosure and enforcement.
