Pune Fodder Transport Ban Issued as Drought Threat Raises Scarcity Risk

Pune fodder transport ban affecting dry and green fodder supplies during drought conditions

The Pune district administration has banned the transport and sale of dry and green fodder from the district to other districts or states, citing the risk of future shortages for livestock against the backdrop of drought in eight talukas.

The preventive order was issued by Pune District Collector and District Disaster Management Authority chairperson Jitendra Dudi. It covers fodder produced within Pune district, including dry and green fodder as well as kadba, kutti and straw. The restriction will remain in force until further orders and has been directed for immediate implementation.

The order applies to Bhor, Velha, Khed, Shirur, Baramati, Indapur, Daund and Purandar talukas. According to Civic Mirror – Pune, the district administration has taken the decision ahead of the 2026 kharif season to ensure that adequate fodder remains available for animals within Pune district.

The administration has said that fodder produced in Pune could be sent in large quantities for sale in other districts and border areas. Such movement, it said, could create a shortage within the district in the future and place the lives and health of livestock at risk. The possibility of law-and-order problems arising from a shortage was also cited in the order.

The restriction covers both transportation and sale of the specified fodder outside Pune district or beyond the state border. However, fodder transportation authorised under government schemes, or approved by the Animal Husbandry Department or the district administration, has been exempted from the ban.

The order is part of the district administration’s stated effort to secure fodder availability for livestock during a period of drought-related concern. The administration has also said that measures are being taken to make fodder available for animals within the district.

Violations of the order will invite legal action under Section 223 of the Bharatiya Nyaya Sanhita, 2023. The provision has been cited as the legal basis for action against individuals or entities that fail to comply with the preventive direction.

The decision places the district administration in control of a key supply channel at a time when fodder movement could affect both livestock owners within Pune and buyers outside the district. The exemption for officially approved transport means that authorised government or departmental supply arrangements can continue while private or unauthorised movement remains restricted.

The ban will continue until the district administration issues a further order. Its implementation will depend on enforcement across the eight named talukas and on the administration’s approved arrangements for maintaining fodder availability within Pune district.
