Pune Fodder Transport Ban Blocks Supplies as Drought Deepens

Pune fodder transport ban affecting dry and green fodder supplies during drought conditions

The Pune district administration has banned the transport and sale of dry and green fodder from the district to other districts and states, citing drought conditions and the need to protect supplies for livestock during the 2026 kharif season.

The order covers fodder produced in Pune district, including kadba, kutti and straw. It applies to movement beyond the district’s borders and will remain in force until further orders, according to Civic Mirror – Pune.

The restriction covers eight talukas identified in the report against the backdrop of drought: Bhor, Velha, Khed, Shirur, Baramati, Indapur, Daund and Purandar. The district administration said fodder produced in Pune could be sent in large quantities to other districts and neighbouring areas for sale, potentially creating a shortage within the district.

The administration said the restriction was intended to ensure the availability of fodder required by livestock. It also warned that a future shortage could threaten the lives of animals and create law-and-order concerns. The order has been issued by Pune District Collector and District Disaster Management Authority chairperson Jitendra Dudi.

The ban applies to all types of dry and green fodder, as well as the specific fodder products listed in the order. However, transport authorised under government schemes, or approved by the Animal Husbandry Department or the district administration, has been exempted.

The order is an administrative response to the risk of local supply depletion during a period when fodder demand must be met within the district. It places an immediate restriction on the commercial movement of fodder while allowing officially approved transport to continue.

Violations will invite legal action under Section 223 of the Bharatiya Nyaya Sanhita, 2023, according to the report. The provision has been cited in the preventive order issued by the district administration.

The administration has directed that the order be implemented immediately. Its duration will depend on a subsequent order from the district authorities, while authorised government and animal husbandry-related fodder movements remain permitted under the stated exemption.
