The Corporation of the City of Panaji (CCP) has extended its garbage collection and transportation contract with FGM Private Ltd by one year, committing Rs 4.7 crore for wet and dry waste services until April 2027. The rates will remain unchanged during the extended period, according to a proposal by CCP commissioner Clen Madeira.
Under the extension, the contractor will be paid Rs 2,260.80 per tonne for collecting and transporting dry waste and Rs 2,674 per tonne for wet waste. Madeira’s proposal states that there will be no price escalation during the additional year and that the expenditure will be met from the corporation’s funds.
The five-year contract was awarded to FGM Private Ltd in December 2020 and expired in April 2026. The CCP standing committee has approved the extension, while the council has granted administrative approval and expenditure sanction, according to the report.
The extension ensures continuity for one of the capital’s essential municipal services while the corporation continues to operate under an unusual council-meeting gap. The CCP council has not convened since May 19, despite provisions in the CCP Act requiring a meeting to be held every month.
The contract decision therefore combines an operational requirement with a question about how Panaji’s municipal administration is functioning. Waste collection and transportation require regular expenditure approvals and service oversight, while the statutory council meeting schedule is intended to provide a formal forum for such decisions and other civic matters.
The CCP has also decided to constitute ward committees for Panaji. Each committee is required to meet at least once a month, recommend proposals and verify expenditure on works in its ward. The committees can grant administrative approval and financial sanction for works costing up to Rs 5 lakh.
The ward committees are expected to create an additional local oversight mechanism for civic works and spending. Their role, as described in the proposal, includes reviewing expenditure and making recommendations at ward level, while the extended garbage contract remains a corporation-wide commitment financed from CCP funds.
The immediate implementation milestone is the continuation of FGM Private Ltd’s collection and transportation services through April 2027, with the existing per-tonne rates retained for both wet and dry waste during the extended period.
