Mundamveli P&T Flats Face Fresh Court Scrutiny Over Resident Hardship

Mundamveli P&T flats in Kochi inspected during a court-appointed site visit

A Kerala High Court-appointed amicus curiae visited the Mundamveli P&T flats in Kochi to assess complaints linked to the construction project and the difficulties faced by residents. Revenue officials, Greater Cochin Development Authority representatives and Kochi Corporation officials accompanied the team during the inspection.

The team examined different parts of the apartment complex and spoke to residents about their living conditions and the problems they face. Members of the residents’ action committee showed the visitors reported defects in the building and explained the difficulties experienced by occupants.

The visit was conducted in connection with a case concerning the Perandur canal, which is already before the court. The court has previously intervened in matters connected with construction of the flats and has also stepped in over delays in completing and handing over the apartments, according to the report.

The latest inspection was intended to give the amicus curiae a direct assessment of the current conditions at the complex. The presence of officials from the revenue department, GCDA and the municipal corporation placed the site visit within the wider administrative framework involving land, development approvals and civic responsibilities.

Abhilash P. Parameswaran, president of the flat residents’ association, told the amicus curiae members that a Vigilance inquiry was currently the only investigation moving forward. He also said that urgent discussions on residents’ safe accommodation and rehabilitation were not taking place at present.

Residents Rukmini Murukan, Vinaya K. Jose and Tara Sumesh also explained the issues to the visiting team. Their representations focused on the condition of the building, the difficulties of living in the complex and the need for attention to residents’ safety and rehabilitation.

The inspection does not by itself resolve the construction or resident-safety concerns. Its significance lies in providing the court-appointed representative with a first-hand account of the conditions at the flats, alongside submissions from residents and the observations of government and civic officials. Further action will depend on the proceedings in the related court case and the findings placed before the Kerala High Court.
