Mumbai Redevelopment Portal to Track Approvals, Costs and Risks

The Brihanmumbai Municipal Corporation is preparing a Mumbai redevelopment portal that will use artificial intelligence and geographic information systems to help housing societies compare redevelopment options, estimate costs and risks, track approvals and access information about developers and other stakeholders.

The proposed Mumbai Redevelopment Facilitation Portal is intended to bring housing societies, developers, architects, lawyers, financial agencies and government bodies including the BMC, Maharashtra Housing and Area Development Authority, Slum Rehabilitation Authority and Mumbai Metropolitan Region Development Authority onto one digital platform. The civic initiative is also aimed at reducing societies’ dependence on consultants for legal and financial clarity during redevelopment.

Under the proposed system, a society would be able to submit details of its plot, complete know-your-customer formalities, assess redevelopment feasibility and receive automated compliance guidance based on the requirements of the relevant planning authority. An AI-based feasibility calculator would assess factors including plot size, building age and occupancy.

The portal would compare self-redevelopment, developer-led redevelopment and public-private partnership models before generating a report with estimated costs and a checklist of required no-objection certificates. The proposal also includes a marketplace where societies could connect with verified architects, developers, legal experts, consultants, banks and non-banking financial companies.

A civic official quoted in the report said redevelopment is currently slow, opaque and prone to disputes. According to the official, societies are over-dependent on consultants, projects can stall because of limited access to credible financiers, and residents may be misled during the process. Multiple clearances from planning authorities also make it difficult for societies to understand the steps required for a project.

The proposed portal is designed to consolidate information that is currently spread across different institutions and professional advisers. It would include records of developers and other stakeholders, including the number of redevelopment projects undertaken and the status of those projects, according to the official.

GIS mapping would be used to identify land parcels, zoning details, slum demarcations and potential redevelopment clusters. The system is proposed to be integrated with the GIS platforms of the BMC, Mhada and the SRA. Artificial intelligence and machine learning tools would also be used to flag overlapping claims, encroachments and other anomalies.

The system is further proposed to forecast the potential impact of redevelopment on traffic and utility infrastructure. It would recommend finance providers based on the requirements of individual societies and provide public dashboards showing live progress on ongoing redevelopment projects.

For Mumbai’s housing societies, the proposed platform would place feasibility assessment, stakeholder discovery and approval tracking in a single interface. The information available indicates that the portal is still being created and that the features described are proposed components rather than operational services. The BMC’s next steps will determine how the system is implemented and how data from the participating authorities is integrated.
