Mumbai Dharavi Project Seeks Extensive Government Exemptions

Dharavi redevelopment project, poised to reimagine a new heart for India’s financial capital, is currently seeking a comprehensive suite of exemptions from the Maharashtra government.

These crucial concessions include waivers on Goods and Services Tax (GST), relaxations on staircase and open space premiums, critical sub-leasing rights, and the utilisation of fungible Floor Space Index (FSI). This complex interplay of financial and regulatory demands highlights the intricate challenges in transforming one of the world’s largest slum sprawls into a world-class district, aiming for inclusive, sustainable, and eco-friendly urban living.

The intricate nature of these requirements was formally flagged during a high-level meeting last week with Chief Minister Devendra Fadnavis, which also saw the project’s master plan receiving initial clearance. While the conceptual framework for the redevelopment of Dharavi, a vast slum sprawling in the heart of Mumbai, has been approved, several pivotal aspects remain in a state of limbo. These unresolved issues were specifically brought to the attention of the state leadership by Navbharat Mega Developers Private Limited (NMDPL), the special purpose vehicle established through a joint venture between the Adani Group and the Maharashtra government, during the high-level deliberation on Wednesday.

According to insights from the NMDPL, as cited in an Indian Express report, these pending approvals are not mere bureaucratic formalities but are indispensable for unlocking critical land parcels, completing essential legal processes, significantly reducing upfront costs, and, crucially, progressing with the housing and infrastructure components vital to the plan’s execution. Among the specific demands are streamlined land transfers and substantial waivers on various taxes and premiums associated with construction, such as those related to staircase and open space calculations.

Beyond financial relief, the project has also sought crucial regulatory relaxations designed to facilitate the complex process of redevelopment, effectively rehabilitate existing slum dwellers, and optimally utilise the extensive land parcels earmarked for the project. These additional land parcels, crucial for the relocation of ineligible Dharavi residents, include key sites such as Kurla Dairy land, Jamasp Salt Pan in Mulund, Aksa and Malvani, Deonar, and Arthur & Jenkins Salt Works. The ability to efficiently manage and develop these dispersed rehabilitation sites is paramount to the project’s success and its social equity objectives.

The meticulously crafted redevelopment master plan envisages the construction of a staggering 58,532 residential units and 13,468 commercial and industrial units on a significant 116.6 acres within the existing Dharavi area. These units are specifically designated for the rehabilitation of eligible residents, ensuring their continued presence within the transformed locality. Furthermore, the NMDPL is poised to utilise an additional 541 acres of land allocated across the city (outside of Dharavi) for the construction of rental housing, catering to the needs of those ineligible for direct rehabilitation within Dharavi itself. Concurrently, a substantial 118.4 acres inside Dharavi, out of a gross area of 620 acres, has been strategically earmarked for commercial development. The successful acquisition of these exemptions and seamless inter-departmental coordination are critical for the project to proceed efficiently, ultimately transforming Dharavi into a sustainable, modern urban hub while addressing the complex socio-economic fabric of its long-standing community.
