The Kolkata stampede at a Durga Puja pandal in north Kolkata killed 19 people and injured at least 25 others on Saturday evening, as investigators examine whether an announcement, repeated whistles by private security personnel, heavy rainfall and congested visitor movement contributed to the fatal crowd surge.
The incident took place at the Chorbagan Sarbojanin Durga Puja pandal on Muktarambabu Street, where large numbers of visitors had gathered. Puja committee members and employees of a private security agency have been detained while authorities investigate the sequence of events and the crowd-control arrangements at the venue.
West Bengal Bharatiya Janata Party president Samik Bhattacharya said preliminary information attributed to an Assistant Commissioner of Police present at the scene indicated that an announcement followed by repeated whistle-blowing by private security personnel may have preceded the sudden rush. He cautioned that no conclusion should be drawn until the investigation is complete.
“According to preliminary information from the ACP present at the scene, the situation reportedly began following an announcement and repeated whistle-blowing by a private security agency,” Bhattacharya said in a post on X on October 17. He also called for sensitivity, an impartial investigation and assistance for affected families.
Investigators are examining whether instructions issued to visitors, public announcements or the actions of security personnel contributed to panic or disrupted the movement of people inside and around the pandal. Witness accounts cited in subsequent reports have also raised concerns about congestion and confusion around entry and exit routes.
Heavy rainfall has emerged as another factor under examination. Authorities are assessing whether visitors moved suddenly during the rain and whether the weather conditions intensified congestion near the venue. The investigation is expected to establish how people were moving through the pandal area and whether crowd-control measures were adequate for the scale of attendance.
The West Bengal government has announced financial assistance of Rs 25 lakh and a government job for the family of each person killed in the incident. Chief Minister Suvendu Adhikari has also announced a fact-finding investigation into the circumstances surrounding the deaths and injuries.
Union Health Minister Jagat Prakash Nadda expressed condolences to the bereaved families and said local authorities were conducting rescue and relief operations. Former Union Education Minister Dharmendra Pradhan and Union Parliamentary Affairs and Minority Affairs Minister Kiren Rijiju also expressed grief and wished the injured a speedy recovery.
The investigation will now focus on the responsibilities of the puja organisers, private security personnel and other agencies involved in managing visitors at the venue. Authorities have said the circumstances will be examined before responsibility is assigned or conclusions are reached.
