Kochi Local Body Plans Get Clearance as Fund Use Faces Push

Kochi’s district planning committee has approved revisions to the 2026–27 annual plans of 31 local bodies and cleared health grant projects submitted by nine local self-governing institutions, while directing lagging bodies to accelerate fund utilisation and strengthen sanitation coordination.

The decisions were taken at a meeting of the district planning committee chaired by K G Radhakrishnan on Friday. The committee instructed local self-governing institutions that were behind on plan spending to take urgent steps to use the allocated funds. Local administrators and district-level officials were asked to oversee the process.

The direction places responsibility on local administrative systems to track implementation and address delays in spending. Radhakrishnan also instructed district-level officials to attend district planning committee meetings without fail, linking their participation to closer monitoring of local development plans.

The committee separately cleared health grant projects submitted by nine local bodies. The supplied report does not specify the individual projects, their locations, financial allocations or implementation timelines. Those details will determine how the approval translates into health infrastructure or service delivery at the local level.

Sanitation was another focus of the meeting. As part of the Kerala government’s ‘Nirmalam Puthuyuga Suchithwa Keralam’ campaign, the committee directed all local bodies to form coordination committees by Wednesday. Ward-level committees are to be established by October 17 to intensify sanitation activities.

The move creates a two-level coordination structure involving local bodies and wards. However, the report does not provide details on the proposed committees’ membership, responsibilities, monitoring arrangements or funding. Their effectiveness will therefore depend on how the local institutions define and implement those responsibilities.

The district planning committee will also conduct a one-day workshop on October 24. Local chairpersons, officials and elected representatives are expected to participate. The workshop will introduce timely updates to the planning guidelines of the 15th Five-Year Plan and address the responsibilities of local bodies with greater clarity.

The approvals and directions come as local governments prepare to implement revised annual plans while responding to sanitation and health-related responsibilities. The immediate administrative milestones are the formation of local-body coordination committees by Wednesday, ward-level committees by October 17 and the district-level workshop on October 24.
