A Jaipur consumer court has ordered the arrest of two senior Jaipur Development Authority (JDA) officers after a resident alleged that the authority failed for years to provide possession of a plot allotted to him under a housing scheme, despite repeated legal proceedings and payment of the full amount for an alternative plot.
District Consumer Commission-II, Jaipur, issued arrest warrants against JDA commissioner Siddharth Mahajan and Zone-9 deputy commissioner Suryakant Sharma on Thursday. The commission directed the Jaipur police commissioner to arrest the officers and produce them before the commission on October 12, according to the report.
The order was issued during the hearing of a contempt complaint filed by Jaipur resident Krishna in connection with the Nilay Kunj Housing Scheme. Krishna had applied for a plot under the scheme and was allotted Plot No. 454 through a lottery. He alleged that he did not receive possession even after a year, leading him to approach the district consumer commission.
After nearly four years of proceedings, the commission directed the JDA in 2016 to issue a possession letter for the allotted plot. The development authority challenged that order before the state consumer commission, the National Consumer Commission and the Supreme Court, but failed to obtain relief, the report said.
Krishna filed a contempt petition in 2020, alleging that the JDA had still not complied with the commission’s direction. He told the commission that Plot No. 454 had been allotted to another person despite the earlier order requiring the authority to issue him possession of the plot.
The JDA subsequently allotted Krishna Plot No. 7 in the Nilay Kunj Scheme Phase-II. He deposited the full amount for the replacement plot, but alleged that the authority later changed the layout and reduced the plot’s front width. According to his complaint, the alteration prevented him from obtaining actual and complete possession.
The dispute highlights the administrative consequences of delays and changes in public housing schemes, where allotment, payment, layout approvals and physical possession can remain unresolved for years. In this case, the consumer commission’s latest action follows multiple proceedings over the authority’s alleged failure to implement an earlier order.
The commission has now directed Jaipur police to produce the two JDA officers before it on October 12. The supplied report does not state whether the officers have been arrested or whether the JDA has issued a separate response to the latest order.
