IB Complex Expansion Clears Concept Stage, Faces DUAC Design Review

IB complex expansion site in Chanakyapuri undergoing design review by DUAC

The proposed IB complex expansion at 35 Sardar Patel Marg in Chanakyapuri has moved past conceptual consideration by the Delhi Urban Arts Commission (DUAC), but the project will require design revisions before it can return for formal approval.

The expansion is planned within the existing Intelligence Bureau campus in Delhi’s diplomatic and government enclave. The proposal includes five buildings: an ancillary block, transit accommodation and a guest house, two office buildings, and a business centre. It also provides for utilities including diesel generator sets, transformers and a high-speed diesel yard.

During its review, DUAC directed the architect to revise aspects of the proposal to maintain visual quality, urban aesthetics and architectural coherence with the surrounding area. The commission also required the project to comply with applicable statutory provisions and building bye-laws, including norms governing the Lutyens’ Bungalow Zone (LBZ).

DUAC specifically raised questions about how utility and service infrastructure would be integrated into the proposed transit accommodation and guest house. The plans must show how clothes-drying areas, outdoor air-conditioning units, rainwater pipes and balcony discharge points will be screened.

The commission has also asked for detailed drawings showing the relationship between the proposed buildings and structures already present within the campus. These submissions are required to include longitudinal and cross-sections, building heights, façade details, materials and finishes.

Further design information has been sought for the main entrance gate and boundary wall, including signage and lighting. The architect must also provide detailed plans for public toilets. DUAC suggested that public art and clerestory solar panels could be incorporated into the project, subject to applicable building regulations.

The site already has an established IB complex. DUAC approved the original office complex plans in November 1991 and subsequently accepted no-objection certificates for the completion of various components in 2000 and 2001. The latest proposal seeks to add new facilities within the existing campus rather than establish a separate complex.

The project will return to DUAC at the formal stage after the architect addresses the commission’s observations and submits the additional drawings and design details requested during the conceptual review.
