Greater Noida Authority Faces Questions Over Expired Contracts

Greater Noida Authority office building linked to a staffing and contract dispute

The Greater Noida Authority is facing questions over officials continuing to work after their regular service and subsequent contractual terms reportedly expired, with the authority’s chief executive saying the arrangement was driven by a shortage of staff handling public services and complaints.

A report by Navbharat Times – Noida said officials in different departments continued to attend the authority’s offices and perform their duties even after their service periods ended. It said some of them were working without receiving salaries, although the report did not establish the current payment status of each individual through an official order or payroll record.

The report said the employees had first completed their regular service with the authority several months earlier. They were then appointed on a contractual basis, but those contracts also expired. Despite this, they were allegedly continuing to work from the authority’s offices and carry out assigned responsibilities.

The report described the group as including a general manager, an assistant general manager, assistant managers and a junior assistant. It listed Vimal Kishore Gupta, also identified as VK Gupta, as general manager for administration and general affairs, and Riyazuddin as assistant manager, civil. It said the service periods of Ashish Kumar Singh, assistant manager; Ajay Kumar Verma, assistant manager, civil; Ram Prasad Sharma, junior assistant; and Raja Ram Maurya, assistant manager, ended on October 9. The contractual term of Purushottam Das Gupta, assistant general manager for administration and general affairs, reportedly ended on October 12.

However, the supplied report refers to eight officials while the names provided in its published list account for seven people. Its description of the posts also does not fully reconcile with the stated total. The authority’s formal records, including the complete list of personnel, contract orders and any written permission allowing them to continue working, were not included in the material supplied for this report.

Greater Noida Authority chief executive officer Ravi Kumar NG told Navbharat Times Online that the authority was facing a shortage of employees needed to provide public services and resolve citizens’ complaints. According to the report, he said the officials were being allowed to work so that members of the public would not face inconvenience.

Ravi Kumar NG also said the authority had written to the state government about the issue three months earlier. The letter reportedly sought permission to retain the existing personnel instead of making new appointments. He said the government was expected to issue an order on the matter.

The case highlights the administrative consequences of staffing gaps in urban development authorities, where officials are responsible for functions ranging from public grievance handling to civic and development-related administration. It also raises questions about the legal authority under which employees can continue working after the end of a contract, who is responsible for supervising them, and how their work and remuneration are recorded.

The immediate next step, according to the authority’s explanation reported by Navbharat Times, is a decision from the state government on whether the personnel can be formally retained. Verification of the complete employee list, their contractual status and the government correspondence is required before the number of affected officials and their current employment position can be conclusively established.
