Delhi Protest Sites Shift as Congress Gets Ramlila Maidan Clearance

Ramlila Maidan, one of Delhi’s new protest sites, prepared for a public rally.

The Congress has received Delhi Police clearance to hold a rally at Ramlila Maidan on November 1, making it one of the first major political gatherings to be publicly linked to the city’s newly designated protest venues after Jantar Mantar was removed from the list.

The no-objection certificate is valid from October 25 to November 3, according to police. The rally itself is scheduled for November 1. Police said they were coordinating with the organisers, traffic police and other agencies to make law-and-order arrangements, regulate traffic and facilitate the event.

Ramlila Maidan is among three venues recently notified for protests and demonstrations in Delhi. The other two are Burari and the CBD grounds. The notification changes the city’s official protest geography by replacing Jantar Mantar, a long-established site for public demonstrations, with alternative locations.

The decision to identify new protest venues followed Standing Order No. 48/2026. According to the report, the Union home ministry constituted a committee to examine alternative locations where citizens could exercise their right to organise protests and demonstrations. Jantar Mantar was subsequently removed from the list of designated protest venues based on the committee’s recommendations.

For the November 1 rally, the police clearance covers a wider period than the scheduled event, remaining in force from October 25 to November 3. The stated coordination process involves the organisers, traffic police and other concerned agencies, indicating that the event will require arrangements extending beyond the gathering itself to include movement on surrounding roads and general public-order management.

The shift to Ramlila Maidan, Burari and the CBD grounds also places greater emphasis on how designated protest spaces are integrated with the city’s transport and administrative systems. Unlike a single long-established venue, a distributed arrangement requires authorities and organisers to manage access, traffic diversions and crowd-related arrangements according to the location of each gathering.

Police have not disclosed in the supplied report the expected size of the Congress rally, the specific traffic restrictions that may be imposed, or the detailed conditions attached to the no-objection certificate. Those operational details would determine the direct effect on commuters and nearby areas as the event approaches.

The November 1 rally will therefore be an early test of the new venue arrangement. For now, the confirmed steps are the police clearance for Ramlila Maidan, its validity period from October 25 to November 3, and the stated coordination among the organisers, traffic police and other agencies.
