Delhi Police Opens Probe Into Alleged Racial Abuse of Tripura Youth

Delhi Police racial abuse probe linked to a viral video involving a Tripura youth

Delhi Police’s Intelligence Fusion and Strategic Operations (IFSO) unit will investigate a viral video that allegedly shows a content creator subjecting a youth from Tripura to racial abuse and humiliation, officials said on Thursday. The move follows a formal request from the Special Police Unit for North Eastern Region (SPUNER) and widespread condemnation of the video.

Police personnel visited the residence of the content creator, identified as Amir Shokeen, but a senior police officer said he was found absconding. The IFSO unit is now examining the video and related digital material, while further details of the investigation are awaited.

SPUNER formally wrote to IFSO seeking an investigation into the video. The Tripura Students Forum Delhi (TSFD), in a complaint dated October 21 addressed to the Joint Commissioner of Police, SPUNER, alleged that the recording depicted a person from Tripura being subjected to sexual assault, harassment and humiliating treatment by a social media content creator.

The forum identified the Instagram account @amirshoksen as allegedly linked to the incident and asked the police to verify the identity and role of the person operating it, as well as those who may have participated in or recorded the alleged incident. It also alleged that the video contained racially derogatory expressions directed at the individual and a demeaning reference to Tripura.

The complaint sought preservation of electronic evidence, including the original recording, metadata, account details and upload history. It also asked the police to take measures to prevent further harassment or intimidation of the person concerned and to register a first information report wherever warranted by the facts and applicable legal provisions.

The investigation has drawn responses from political leaders. Union Parliamentary Affairs Minister Kiren Rijiju said in a post on X on October 21 that the accused would face action and that the Delhi and Tripura police would coordinate on the matter. “This evil man will be punished. There was delay in lodging the official complaint, but Delhi Police and Tripura Police will teach him a hard lesson,” he said.

Tripura Chief Minister Manik Saha directed the State’s Director General of Police to coordinate with Delhi Police. Leaders across party lines also condemned the alleged conduct and called for action.

The case comes amid concerns raised by residents and student groups from the Northeast about racial slurs, harassment and stereotyping in Delhi and other Indian cities. The supplied report also refers to renewed concern following the death of a Tripura student in Dehradun and the killing of a musician from Manipur in Delhi’s Kilokari. Those incidents have prompted calls for stronger protection and increased police attention for residents from the region.

For the present case, however, the police investigation will determine the authenticity and circumstances of the video, the identities and roles of those involved, and the legal provisions applicable to the alleged conduct. Delhi Police’s IFSO unit is examining the matter after SPUNER’s request, with further details expected as the investigation proceeds.
