Delhi Police detained Cockroach Janta Party leader Abhijeet Dipke and AISA chief Neha Bora on Friday before they could join a planned ‘Lहरा दो तिरंगा’ protest at Connaught Place, according to a report by Live Hindustan. The action was described by the police as preventive detention.
Dipke was detained from his home in Jhandewalan, while Bora was taken into custody from the Mandi House area, the report said. Both were travelling towards the protest location when they were detained. The proposed demonstration was announced by Dipke and was to take place at Central Park in Connaught Place.
The detentions led to confusion and crowding at both locations. People gathered at the scene and were seen pushing one another during the police action, according to the report. A conversation between Dipke and police officers before his detention was also reported. When Dipke asked why he was being detained despite not having broken any law, police officers told him that the action was preventive.
The report said Delhi Police had issued two notices to Dipke. The first was issued under the Delhi Police Act and referred to the application of Section 163 of the Bharatiya Nyaya Sanhita. The notice directed him not to go to Central Park, where the proposed protest was scheduled to take place.
The second notice was issued by the South-West Delhi police and related to an earlier incident at the airport, where Dipke, Ashutosh and Saurav had been detained as a precaution and later produced before a court. The notice referred to directions issued by the court at that time, including an instruction that they should not disturb public order for one year.
The report did not provide the full text of either notice or details of the court proceedings connected to the earlier airport detention. It also did not state whether the planned Connaught Place protest went ahead after the two organisers were detained. The available account records the police explanation that the action was preventive and links it to the notices issued to Dipke.
