Delhi Musician Murder Case Takes Dark Turn as Conspiracy Charges Filed

Delhi musician murder case linked to a police chargesheet filed in Saket court

The Delhi musician murder case has taken a more serious turn after South Delhi Police described the killing of 54-year-old Manipuri musician Chongtham Vikram Singh as a planned assault and filed a 500-page chargesheet against seven accused in Saket court.

The chargesheet filed by Sunlight Colony police adds allegations of criminal conspiracy, group murder and entering a property with the intention of committing an offence. The case concerns the death of Singh, who was allegedly beaten by a group following a dispute over noise outside a dhaba in Kilokari.

Police have arrested dhaba workers Bharat Kumar, Pramod, Ramzan Khan, Deepanshu, Mohan Kumar and Vijay, along with delivery worker Mannu. According to the chargesheet, the accused allegedly decided to confront Singh after he repeatedly objected to noise and threatened to complain to the police.

The police said during questioning that the accused claimed they only intended to teach Singh a lesson and did not expect the assault to prove fatal. The original first information report was registered under Section 103(2) of the Bharatiya Nyaya Sanhita, which deals with murder committed by a group of five or more people.

After the investigation and questioning of the accused, police added Section 61 of the BNS for criminal conspiracy, Section 103(1) for murder and Section 332(a) for entering a property with the intention of committing an offence. The charges reflect the police case that the assault continued beyond the initial confrontation and involved a coordinated pursuit.

Singh lived with his family on the third floor of a building in Kilokari village. He was originally from Manipur, belonged to the Meitei community and worked as a musician for an institution in Delhi.

On the night of September 6, delivery workers and dhaba employees were allegedly making noise outside his home. Singh came downstairs and asked them to stop, after which an argument broke out, according to the police account cited in the chargesheet. The accused allegedly attacked him when he tried to intervene.

Singh is also alleged to have been followed to the third floor after he managed to break away from the group. The police account states that the attackers assaulted him outside his home before his family could open the door. His son took him to Holy Family Hospital, where he died during treatment.

The post-mortem examination conducted at the All India Institute of Medical Sciences found serious injuries to Singh’s chest and abdomen. The report cited multiple fractured ribs and a ruptured spleen, with severe internal bleeding leading to his death.

The chargesheet now places the alleged escalation from a neighbourhood noise dispute to a fatal assault before the court. The seven accused will face the charges filed by the police as the judicial process proceeds.
