The Delhi government has transferred 34 IAS and DANICS officers in a major administrative reshuffle that changes leadership across health, municipal administration, education, transport, power, welfare and other departments, according to a report by Jagran – New Delhi published on 9 October 2026.
Among the key changes, Health Secretary Rupesh Kumar Thakur has been appointed chief executive officer of the Delhi Urban Shelter Improvement Board (DUSIB). The report said the move came after Health Minister Dr Pankaj Kumar Singh issued him a show-cause notice in connection with the alleged medicine procurement scam. The transfer itself and the new appointment were reported as part of the government’s wider order covering 34 officers.
Satyendra Singh Dushrawat, who was serving as an additional commissioner in the Municipal Corporation of Delhi, has been appointed director in the Higher Education Department. The change follows the Central Bureau of Investigation’s arrest of an MCD employee from the civic body’s advertising department, the report said. The source did not provide further details about the status of that case or link the officer personally to the arrest.
The reshuffle also changes the distribution of additional charges among senior officers. Bipul Pathak, a 1992-batch officer, will continue as additional chief secretary of the Social Welfare Department and will additionally oversee the Delhi Health Finance Corporation, Delhi Scheduled Finance and Development Corporation, departments dealing with Scheduled Castes, Scheduled Tribes and Other Backward Classes, Women and Child Development, and the post of financial commissioner.
Prashant Goyal has been appointed additional chief secretary of Power. He will also hold additional responsibilities as chairman and managing director of the Delhi Financial Corporation and the Delhi Small Savings Corporation, besides additional charge of Administrative Reforms and the Health and Family Welfare Department. Naveen Kumar Chaudhary has been appointed additional chief secretary of the General Administration Department.
Several officers have retained their principal assignments while giving up additional responsibilities. Dilraj Kaur will remain principal secretary of Education but will no longer oversee the Delhi Cooperative Housing Finance Corporation and the Delhi Scheduled Finance and Development Corporation. Niharika Rai will continue as secretary-cum-commissioner of Transport and will relinquish charge of Tourism.
Sanjay Kumar has been appointed managing director of the Delhi State Industrial and Infrastructure Development Corporation, with additional responsibility as additional secretary for Information Technology and Planning. K. Mahesh has been appointed secretary of the Art, Culture and Languages Department.
The changes extend to DANICS officers and civic institutions. Ajay Kumar Gupta will serve as food commissioner and will additionally hold chairmanship responsibilities for the Delhi Transport Logistics corporation, Indraprastha Power Generation Company, Pragati Power Corporation and Delhi Power Company. Mekala Chaitanya Prasad has been given additional charge of the Public Works Department alongside the post of special secretary for Health.
Prasanna Ramaswamy has been appointed additional commissioner of the MCD. Harminder Singh has moved from the post of additional private secretary to the Lieutenant Governor to become director of the New Delhi Municipal Council. Deepak Pundir has also been appointed an NDMC director, while Harshit Jain has been made joint secretary in the Chief Minister’s Office.
The order reportedly directs several officers to relinquish their existing responsibilities and join their new posts immediately. It also revises additional charges across departments, making implementation of the reshuffle dependent on the transfer order and the timely assumption of duties by the appointed officers.
