Mumbai’s Brihanmumbai Municipal Corporation (BMC) is set to submit a comprehensive ₹5000 crore flood master plan to the National Disaster Management Authority (NDMA) by July 2025. This initiative aims to enhance the city’s stormwater drainage capacity to manage rainfall exceeding 100 mm per hour, addressing the recurring flooding issues during monsoon seasons.
Presently, Mumbai’s stormwater drainage system is designed to handle rainfall up to 55 mm per hour. However, recent intense rainfall events have overwhelmed this capacity, leading to significant waterlogging and disruptions. For instance, on May 19, 2025, the city recorded 182 mm of rainfall in just one hour, highlighting the urgent need for infrastructure upgrades. The proposed master plan includes the construction of four new pumping stations: two large stations at Mahul and Mogra, and two smaller stations at Maharashtra Nagar and Dharavi T-Junction. These additions aim to bolster the city’s capacity to manage heavy rainfall and prevent flooding in critical areas.
In developing this plan, the BMC has collaborated with the Indian Institute of Technology (IIT) to ensure that the proposed solutions are scientifically sound and tailored to the city’s unique challenges. The NDMA has allocated an initial ₹500 crore for flood mitigation measures, with additional funding contingent upon the approval of the master plan. Maharashtra Minister Ashish Shelar emphasized the importance of a separate master plan to manage rainfall exceeding 100 mm per hour. He noted that the current system’s limitations necessitate a comprehensive approach to flood management, involving coordination with various agencies and stakeholders.
