The Brihanmumbai Municipal Corporation has rejected the owners’ reply and deemed ongoing construction at actor Ajay Devgn’s Juhu bungalow unauthorised after documents proving civic approval were not submitted, according to a speaking order issued by the civic body’s K/West ward office.
The bungalow is located in Kapol Cooperative Housing Society on N S Road No. 11 in the JVPD area of Vile Parle (West). The property is owned by Devgn and his mother, Veena Devgn. The BMC’s order, dated October 6, followed a reply submitted by the owners on September 15.
The civic body said the reply did not include documents establishing that the work was authorised or a copy of permission granted by the competent authority. Since the required supporting documents were not submitted, the BMC said the reply could not be accepted and the ongoing construction was deemed unauthorised.
The action followed a stop-work notice issued on September 10 under Section 354A of the Mumbai Municipal Corporation Act. The notice alleged unauthorised additions and alterations involving Siporex blocks at CTS No. 841, Plot No. 10, Kapol CHS Ltd.
The stop-work notice directed the owner or occupier to halt construction immediately and submit the relevant permissions within 24 hours. It also warned that the unauthorised structure and construction materials could be removed at the owner’s risk and cost if the directions were not followed.
The BMC further asked the police to monitor the site and remove people carrying out the work, if necessary. The civic order said permission from the competent authority was required for the ongoing construction.
The case highlights the municipal process used when construction is alleged to have proceeded without documented approval: a stop-work direction, a demand for permissions and a subsequent assessment of the owner’s response. In this instance, the BMC’s speaking order records that the documents needed to establish authorisation were not provided.
The order, however, does not specify whether the civic body has since removed the construction or building materials. It also does not record any further implementation step beyond deeming the work unauthorised and warning of removal at the owner’s risk and cost.
