Assam Cabinet Clears ₹10,200 Crore Cement Project and Riverfront DPR

The Assam cabinet has approved a 12% quota for Assam-domiciled former Agniveers in several uniformed state government services and cleared a ₹10,200-crore cement investment by Dalmia Bharat, alongside decisions covering roads, water supply, municipal elections, vehicle taxation and Guwahati’s Brahmaputra riverfront.

Chief Minister Himanta Biswa Sarma said the reservation would apply to former Agniveers who were born in Assam and are permanent residents of the state. The quota will cover recruitment across 11 categories, including the Assam Police, Assam Police Radio Organisation, State Disaster Response Force, fire and emergency services, forest guards, prisons and the excise department.

The posts will include police constables, commando battalion personnel, jail wardens, firemen and SDRF constables, among other constable-level positions. Sarma said the provision was intended to give Agniveers an opportunity to serve in their home state after completing their four-year tenure. He also said their military training and skills would strengthen the state’s police force.

The cabinet approved customised incentives for Dalmia Bharat Green Vision Ltd for a ₹10,200-crore clinker manufacturing project linked to a memorandum of understanding signed during Advantage Assam 2.0. The project will be divided between two locations: the clinker unit will be established in Umrangso, while the grinding unit will be located in Lanka.

The decisions also included changes to Assam’s road administration. The National Highway component will be separated from the Public Works Department’s Buildings and National Highways division and transferred to PWD (Roads), with the stated aim of improving the management of road infrastructure projects.

For Guwahati, the cabinet approved the engagement of Tata Consulting Engineers Ltd to prepare a detailed project report for Phase II of the Brahmaputra Riverfront Development Project. The proposed stretch will run from Kachari Bazaar to the foothills of the Nilachal Hills. The cabinet also approved ₹10 crore for infrastructure development at the Assam Regimental Centre.

The cabinet approved an agreement between the Assam government and council areas including the Bodoland Territorial Region, Dima Hasao and Karbi Anglong for implementation of the Jal Jeevan Mission in hill areas. The agreement will cover implementation, operation, monitoring and long-term sustainability of rural water supply schemes and related programmes.

In another urban governance decision, the cabinet approved the Assam Municipal Corporation Election (Amendment) Rules, 2026. The amendment will empower district judge courts in the concerned districts to handle matters related to municipal corporation elections.

The cabinet also approved a green cess on the transfer of vehicle ownership to support afforestation and conservation activities. The cess will not apply to electric vehicles, CNG vehicles, two-wheelers or three-wheelers, or ownership transfers following the death of a vehicle owner.

The remaining approvals included ₹1 lakh per month under the Chief Minister’s Scheme for Public Emergency to support the functioning of Madhupur Satra in Cooch Behar, West Bengal. The cabinet’s decisions now cover the stated recruitment, investment, infrastructure, administrative and conservation measures through the relevant departments and implementing institutions.
