Aadhaar Portal Outage Disrupts Property Registration Across Maharashtra

Aadhaar portal outage delays property registration at a Maharashtra registration office

An Aadhaar portal outage disrupted property document registration across Maharashtra on October 13, leaving citizens and lawyers unable to complete transactions at registration offices and forcing several applicants to return home without registering their documents. The outage was attributed to damage to an optical fibre cable of the Information Technology Department in Mumbai, according to a report by Pudhari.

The disruption began at around 3.30 pm, when Aadhaar authentication stopped functioning at property registration offices. Aadhaar verification is used as part of the document registration process, and the failure prevented parties to transactions from completing the required procedure. Registration department employees were also affected as they were unable to process documents while the authentication system remained unavailable.

The registration department immediately informed the Information Technology Department about the problem. The report said the outage affected document registration across the state, although the exact number of documents held up was not available. The financial impact on the Maharashtra government’s stamp duty and registration revenue was also not immediately established.

Abhay Singh Mohite, deputy inspector general in the Registration and Stamp Duty Department, directed registration offices to remain open late if the technical problem was resolved. The additional operating time was intended to allow applicants whose appointments or transactions had been delayed to complete their registrations. However, the Aadhaar portal reportedly remained unavailable until late in the night, leaving applicants and lawyers unable to use the extended hours.

The incident exposed the dependence of a high-value public service on the continuous availability of a central digital authentication system. Property registration involves citizens, sellers, buyers, witnesses, lawyers and government officials, and a failure at one stage can hold up the entire transaction. In this case, the physical registration offices remained available, but the interruption to the digital verification layer prevented the process from being completed.

The outage also created uncertainty for applicants who may have planned transactions around a specific registration date. The report did not provide details on whether appointments would be automatically rescheduled, whether applicants would receive priority on the following working day, or whether any separate mechanism would be available for transactions affected by the system failure. It also did not establish the duration required to repair the damaged fibre connection.

The Registration and Stamp Duty Department’s direction to keep offices open longer represented an immediate operational response, but it could not resolve the disruption while Aadhaar authentication remained unavailable. The number of affected documents, the amount of revenue delayed or lost, and the final time at which the portal was restored were not available in the supplied report. Further information from the departments responsible for the registration platform and the network infrastructure will be needed to establish the full impact of the outage.
