Greater Noida Building Plan Approval Gets Easier Under New Rules

Greater Noida building plan approval documents being reviewed for a small residential plot

Greater Noida building plan approval is set to become easier for owners of small residential and commercial plots after the Uttar Pradesh government simplified construction-permission procedures under the Model Building Regulations 2026. The new rules have been approved by the state Cabinet and sent to the Greater Noida Authority, but they will take effect locally only after the authority completes its review and issues an office order.

The Greater Noida Authority is preparing to study the revised regulations and may place them before its board for approval. An office order is expected to follow the study, according to information reported by Live Hindustan – NCR. Until that process is completed, the existing approval procedure will continue to apply.

Under the new framework, residential plots measuring up to 500 square metres and commercial plots measuring up to 200 square metres may qualify for deemed approval if the prescribed conditions are met. The rules require plans to comply with the applicable standards and to be submitted through the authority’s designated process.

A separate provision covers affordable housing on smaller plots. For residential plots up to 100 square metres and commercial plots up to 30 square metres, applicants seeking to construct affordable housing will be able to register online and use self-certification by paying a token fee of ₹1, subject to the prescribed conditions.

Applicants will still need to have building plans prepared by a registered architect. For plots within the specified residential and commercial limits, the plan, along with the applicable fee, will have to be submitted on the authority’s website. Approval will be available through the self-approval or deemed-approval mechanism when the proposal meets the rules.

The proposed system will apply to plots allotted or approved by the authority. This limitation is significant because it links the simplified route to the status and origin of the plot, rather than extending it automatically to every property in the city.

At present, plot owners generally have to submit an online application before beginning construction. The planning department is required to examine the application and approve it within a maximum of 15 days under the prescribed process. In practice, objections can hold up even plans for small plots, forcing applicants to make repeated visits to the authority’s offices, according to the report.

Small commercial plot owners may also benefit because such plots are used for businesses and other personal requirements. A shorter approval process could reduce administrative delays for these applicants, provided the authority’s implementation order clearly defines the documents, conditions and compliance checks required.

The changes also shift part of the responsibility towards registered architects and applicants. Self-certification can reduce routine scrutiny, but construction will still depend on adherence to the approved building regulations and the conditions attached to the plot.

Shri Lakshmi V.S., Additional Chief Executive Officer of the Greater Noida Authority, said the government had simplified several provisions in the Model Building Regulations and that the authority would study the new rules before issuing an office order. The regulations may also be placed before the authority’s board, after which the revised system can be made effective in Greater Noida.
