Delhi Police Files Chargesheet in Manipuri Musician Murder Case

Delhi Police chargesheet in the Manipuri musician murder case linked to Kilokari

Delhi Police has filed an over 500-page chargesheet against seven people in a Saket court in connection with the murder of Manipuri musician and music teacher Chongtham Vikram Singh in southeast Delhi’s Kilokari village, an official said on Monday.

The chargesheet is supported by statements from more than 30 witnesses and names Bharat Kumar, 19, Pramod, 26, Ramzan Khan, 22, Deepanshu, 21, Mohan Vishwakarma, 32, Vijay, 36, and Mannu, 26, as accused. A juvenile was also apprehended in connection with the case.

According to the police, the accused are workers at a dhaba. The chargesheet invokes provisions relating to criminal conspiracy, murder by a group of five or more persons, murder and house-trespass.

Singh, 54, was allegedly assaulted on September 6 after he went downstairs to object to loud noise and commotion outside his residence. The investigation claims that a group of eight men pursued him upstairs and assaulted him outside his apartment, in front of his son, before fleeing the spot.

Police sources said the accused allegedly wanted to “teach him a lesson” for objecting to the noise outside his home. The investigation indicates that they allegedly assaulted Singh with fists and blows, but did not expect the incident to turn fatal. These allegations will be subject to judicial scrutiny, and the filing of a chargesheet does not establish guilt.

Singh had informally complained about noise from a nearby dhaba but had not filed a formal complaint, according to the report. The case highlights how disputes involving commercial activity, residential quiet and local enforcement can escalate inside dense urban neighbourhoods when grievances remain outside formal complaint systems.

Delhi Police is also probing a possible racial angle in the killing. The source report did not provide further details on the status or findings of that line of investigation. The chargesheet has now placed the police case before the Saket court, where the next judicial steps will determine how the allegations proceed.
