The Greater Bengaluru Authority (GBA) is set to expand into large parts of Bengaluru district, with two new city municipalities and eight municipalities proposed as the government moves to reorganise rapidly urbanising areas outside the existing civic limits, according to a report by Prajavani.
The proposed reorganisation would bring several areas, including Anekal, Attibele, Bommasandra, Jigani, Sarjapur, Bagalur, Rajanukunte, Hesaraghatta, Dasanapura, Makhali, Tavarekere, Kumbalgodu, Kaggalipura and Harohalli, under a revised urban administrative framework. The report said an official notification is expected after October 27, when counting for the Legislative Council elections in the teachers’ and graduates’ constituencies is scheduled to be completed.
The move is being considered as Bengaluru’s outskirts urbanise faster than the city’s central areas. Bengaluru district currently has eight municipalities, one town panchayat and 86 gram panchayats. Many of these jurisdictions contain major employment and industrial clusters, including Electronic City, the Jigani industrial area and Bommasandra. The government is examining whether continuing with the existing rural administrative structure in such areas is contributing to unplanned development.
The proposed changes would significantly enlarge the GBA’s current jurisdiction of 712 square kilometres. Bengaluru urban district covers 2,196 square kilometres, and the report said more than half of the district could eventually fall within the GBA. Much of the remaining area is expected to be reorganised as urban municipalities, although the final boundaries and institutional structure have not yet been notified.
The Greater Bengaluru Governance Act allows the government to include areas from Bengaluru urban, Bengaluru South and Bengaluru Rural districts within the GBA through a notification. The report said the government is considering bringing around half of the district’s 86 gram panchayats into the authority’s jurisdiction, potentially reducing the number of gram panchayats in the district to about 20.
The reorganisation is also linked to the future of local representation. More than 2,000 elected representatives in the gram panchayats have already completed their terms. The Rural Development and Panchayat Raj Department has reportedly been instructed not to publish ward reservations for the zilla panchayat and taluk panchayat elections until the proposed boundary changes are settled.
The report said legislators from Bengaluru district raised concerns with Chief Minister D.K. Shivakumar after the government published the number of members and reserved seats for the district and gram panchayats without releasing ward reservations. Ministers are also reported to have argued that areas already receiving development spending from the GBA and the Bengaluru Development Authority should be brought under the GBA.
Anekal’s possible inclusion had previously been discussed publicly. On October 23, 2025, Shivakumar, then Deputy Chief Minister, reportedly said that areas beyond the five city corporations, with a population of about 2.5 million, could eventually be included in the GBA. Legislators have since expressed dissatisfaction that the process had not begun, the report said.
The proposed list of areas likely to be included in the GBA comprises Anekal, Attibele, Bommasandra, Chandapura, Jigani, Chikkabanavara, Hunasemaranahalli and Konappana Agrahara as municipalities; Doddathoguru as a town panchayat; and Hebbagodi and Madanayakanahalli as city municipalities. The report said the full notification is expected after October 27, while the government is expected to inform the court that the reorganisation and local elections will be completed by the end of January 2027.
