Delhi Clears Rs 1,000 Crore Industrial Push to Create Jobs

Delhi Industrial Policy 2026 incentives for modern industrial and technology facilities

Delhi’s Cabinet has approved a 10-year Industrial Policy 2026, backed by Rs 1,000 crore over five years for the Mukhyamantri Udyamshree Yojana, as the government seeks to attract investment, modernise industries and generate employment in the capital.

The policy was approved at a Cabinet meeting chaired by Chief Minister Rekha Gupta. It aims to develop Delhi into a clean, technology-driven industrial hub by offering incentives across 10 priority sectors, including information technology, Global Capability Centres, data centres, healthcare, research and development, urban logistics, waste management and precision manufacturing.

The approved framework provides financial assistance for capital investment, office rentals, recruitment, research, certification, technology upgrades, energy efficiency and skill development. Women-led enterprises will be eligible for higher incentive ceilings in priority sectors, while employers hiring women will receive enhanced recruitment incentives.

Under the information technology and digital services category, companies can receive incentives of up to Rs 10 crore for digital infrastructure investment. The ceiling will rise to Rs 12 crore for women-led enterprises. Global Capability Centres will be eligible for infrastructure incentives of up to Rs 50 crore, increasing to Rs 60 crore for women-led businesses.

Healthcare projects will receive capital investment assistance of up to Rs 10 crore in general cases. Hospitals with at least 1,000 beds could qualify for support of up to Rs 100 crore. The policy also includes incentives for recycling units, cold-chain facilities and industry-linked skill development.

Micro, small and medium enterprises will receive support for technological modernisation, energy-efficiency measures and rooftop solar installations. These provisions are intended to improve productivity while reducing operating costs for smaller industrial and commercial units.

The policy also seeks to simplify approvals through Invest Delhi, which will function as a single-window agency. The agency will assist investors with site selection, clearances, incentive disbursal and grievance redressal through the Delhi Udyog Mitra Portal.

The government’s next implementation steps will involve putting the incentive framework and single-window facilitation system into operation for businesses seeking support under the 10-year policy.
