Pune PMC Fire Drill Triggers Sirens as Emergency Readiness Tested

Pune PMC fire drill with firefighters conducting an emergency response exercise at the civic headquarters

A Pune Municipal Corporation fire department mock drill at the civic headquarters created brief alarm among staff and visitors after loud explosion-like sounds and sirens were heard, before officials clarified that the exercise was designed to test the city administration’s emergency response readiness.

The drill was conducted at around 4 pm on Tuesday, October 13, as part of an exercise linked to the International Day for Disaster Risk Reduction. The Pune fire department created a simulated emergency so that officials could assess how quickly the response system became operational, how long rescue actions took and how effectively different departments coordinated during a crisis.

According to the report by Civic Mirror – Pune, large-noise crackers were used to recreate the sound and urgency of an emergency. Fire personnel then began demonstrations of search, rescue and evacuation procedures while sirens sounded inside the headquarters. The exercise included clearing floors of the municipal building and carrying out a simulated response to people requiring assistance.

The drill was not announced in advance. As a result, the sounds initially caused confusion and concern inside the headquarters, with people trying to determine whether an actual incident had occurred. The situation was subsequently identified as a planned disaster-management exercise rather than a real emergency.

The exercise tested several stages of emergency operations, beginning with the creation of a crisis-like situation and moving through evacuation, search and rescue. It also examined the speed of response teams and the coordination required between departments when an incident affects a large public building.

Pune Municipal Corporation Additional Commissioner Pavneet Kaur said the exercise was deliberately conducted without prior notice as a readiness check. She said the drill lasted approximately 15 minutes and was intended to assess the preparedness of emergency personnel and the time required to respond to a crisis.

Unannounced drills are designed to measure operational readiness under conditions that are closer to an actual emergency than a scheduled demonstration. At the PMC headquarters, the exercise focused on whether personnel could react quickly to warning signals, evacuate occupied floors and begin search-and-rescue procedures in a coordinated manner.

The drill also highlighted the importance of communication during emergency exercises. Because the activity was not announced beforehand, the sudden sounds and sirens produced uncertainty before the civic authorities clarified what was taking place. The stated purpose of the exercise was to review the response process without an actual disaster occurring.

The Pune fire department’s next steps, including any changes identified after the readiness assessment, were not detailed in the report.
