TTD Ghee Adulteration Case: ED Attaches Assets Worth Rs 129.85 Crore

ED action in the TTD ghee adulteration case involving seized assets and Tirumala temple supply chains

The Enforcement Directorate has provisionally attached movable and immovable assets worth Rs. 129.85 crore in the TTD ghee adulteration case, alleging that companies and individuals linked to the supply chain diverted edible oils and chemicals into ghee supplied for the preparation of Tirumala Tirupati Devasthanams’ laddu prasadam.

The Hyderabad Zonal Unit of the ED attached properties belonging to Bhole Baba Oroganic Dairymilk Private Limited, Sri Vyshnavi Dairy Specialities Private Limited, their promoters Vipin Jain and Pomil Jain, and related family members and entities. Properties linked to Sukriti Foods Private Limited, its promoter Kailash Chand Mangla, and associated individuals and entities were also covered, according to an ED statement.

The action forms part of an ongoing money-laundering investigation registered under the Prevention of Money Laundering Act, 2002. The investigation originated from an FIR filed at Tirupati East police station alleging criminal conspiracy, cheating, forgery and corruption in the supply of adulterated ghee to TTD.

According to the ED, the predicate agency has filed a charge-sheet and a supplementary charge-sheet before the Special Judge for SPE and ACB Cases, Nellore. The filings allegedly describe two criminal conspiracies to supply adulterated ghee to TTD for use in preparing laddu prasadam. The ED said the alleged activity cheated TTD, endangered public health and generated unlawful gains.

The agency said its investigation found that ghee valued at Rs. 234.5 crore was allegedly supplied to TTD by Bhole Baba, both directly and through front dairies. These dairies, according to the statement, bid for TTD tenders in their own names for a commission, while the ghee was manufactured at facilities operated by Bhole Baba and Sukriti Foods.

The ED alleged that the products were made by blending refined palm oil, palm kernel oil and palmolein with chemicals including monoglycerides, acetic acid ester, lactic acid and betacarotene, and were invoiced as edible oil. It further alleged that the companies created records showing a genuine dairy operation, including fictitious purchases of milk and ghee and fictitious sales of by-products such as skimmed milk.

The agency also alleged that palm oil consumed in the process was shown as sold to bogus buyers. Payments made through banking channels for fictitious purchases were allegedly returned in cash through hawala channels. The ED said this cash was used to fund the bogus palm-oil buyers, pay commissions to front dairies and make payments to other individuals connected with the alleged operation.

The latest attachment follows ED searches conducted on June 3, 2026, at 16 premises across Uttarakhand, Tamil Nadu, Maharashtra, Delhi, Rajasthan and Andhra Pradesh. Those searches were linked to the principal conspirators, front dairies, chemical suppliers and accommodation-entry providers, and resulted in the seizure or freezing of cash and bank balances totalling Rs. 2.7 crore, according to the agency.

The ED has also arrested Vipin Jain and Kailash Chand Mangla, identified by the agency as promoters and directors of Bhole Baba Oroganic Dairymilk Private Limited and Sukriti Foods Private Limited, respectively. The agency said the two men orchestrated the manufacture and fraudulent supply of the alleged adulterated ghee.

With the latest provisional attachment, the total value of assets attached, seized or frozen under Section 17 of the PMLA in the case has reached Rs. 132.55 crore, the ED said. Further investigation is in progress. The allegations remain subject to proceedings before the competent authorities and courts.
