The Delhi government has launched the registration portal for its Durga e-auto scheme, which will allocate 1,300 pink electric autos to women and transgender residents in the first phase, creating a new livelihood opportunity linked to the capital’s urban transport system.
The portal was launched at the Delhi Secretariat in the presence of Delhi Transport Minister Dr Pankaj Kumar Singh and other officials. Chief Minister Rekha Gupta said the first phase would include 1,170 e-autos for women and 130 for transgender beneficiaries.
The scheme is formally named Driving, Upliftment and Employment for Women/Transgender E-Auto, or Durga. The government has described it as an economic empowerment initiative intended to provide beneficiaries with an income-generating asset while expanding participation in Delhi’s electric and shared-mobility network.
Registration will remain open for three months, according to the Chief Minister. If the number of eligible applications in any district exceeds the quota by the time the portal closes, beneficiaries will be selected through a lottery system. This means that meeting the eligibility conditions will not automatically guarantee allocation where applications outnumber available vehicles.
Under the district-level allocation announced by the Transport Minister, each revenue district will receive 100 e-autos. Of these, 90 will be reserved for women and 10 for transgender applicants. Across the first phase, the government plans to distribute 1,300 pink electric autos through this structure.
Women applicants must be between 20 and 40 years old and residents of Delhi. Their family’s annual income must not exceed Rs 5 lakh. Applicants must also hold a valid light motor vehicle driving licence and a Public Service Vehicle badge. The same eligibility requirements have been stated for transgender applicants.
The scheme also excludes mothers with more than three children, according to the eligibility conditions reported by the government. The rules therefore combine income and residence requirements with licensing, age and family-related criteria, making documentation and applicant screening central to the allocation process.
The programme places livelihood support alongside Delhi’s wider shift towards electric mobility. By allocating e-autos to individual beneficiaries rather than only adding vehicles to an operator fleet, the scheme links vehicle ownership and employment support with public transport services. The supplied announcement, however, does not specify the vehicle procurement cost, financing arrangement, charging support, operating permissions or the expected date of allocation after registration.
The Chief Minister has urged eligible women and transgender residents to register through the portal. The next formal milestone is the end of the three-month registration period, after which a lottery will be used in districts where eligible applications exceed the announced quota.
