Tamil Nadu Land Guidance Value Process Moves Online to End Buyer Confusion

Tamil Nadu land guidance value records being accessed at a property registration office

Tamil Nadu’s Registration Department is preparing to move the process of fixing guidance values for new residential layouts online, a change intended to make property valuations easier for buyers to access and reduce operational difficulties reported by sub-registrar offices and real estate companies.

The department currently determines land guidance values across the state through committees functioning at state and district levels. When agricultural land is converted into house plots, the land’s existing agricultural classification value has to be replaced with a residential classification value for registration purposes.

At present, applications from real estate companies for fixing new layout values move through the sub-registrar to the district registrar. Once approved, the new guidance values are maintained in paper form and used at the concerned sub-registrar offices.

This paper-based system makes it difficult for prospective home-plot buyers to find out the applicable guidance value before completing a transaction. Guidance value is used by the Registration Department in property registration and is distinct from the market price negotiated between the buyer and seller.

The issue has become more visible after the registration of sales in new layouts was shifted entirely to an online process. According to the report, sub-registrars and real estate companies have complained that difficulties arise when newly fixed guidance values are not readily available for use in the digital registration process.

A Registration Department official, quoted by Dinamalar, said the work of determining guidance values would also be shifted online because registration of new plots had already moved fully to the digital system. Applications connected with the process will be received online and the values will be determined through the same system, the official said.

The proposed change is also expected to allow members of the public to view and use the newly fixed values more easily. That would give buyers access to information that is currently held primarily in individual sub-registrar offices, although the report does not specify when the online system will become operational or how existing paper records will be migrated.

The reform places a second administrative stage of plot transactions—the determination of the value attached to a newly created layout—within the state’s broader digital registration workflow. Its immediate importance lies in connecting layout-level valuation records with online registration, where a mismatch or delay can prevent a transaction from being processed smoothly.

For developers, the proposed system could replace office-based communication with a digital application and approval process. For buyers, public access to the values could make it easier to understand the registration value applicable to a new plot before purchase. The department has not, however, announced further details on the application interface, approval timelines, appeal procedures or the treatment of disputed valuations.

The Registration Department’s next step is to receive online requests for guidance-value determination and establish the digital process for fixing and displaying the values. Until the system is introduced, the existing district-level process and paper-based records at sub-registrar offices remain the basis for registering new layout transactions.
