Delhi Lieutenant-Governor Taranjit Singh Sandhu has approved the revised draft Delhi State Allied and Healthcare Council Rules, 2025, clearing the way for online registration of allied and healthcare professionals and setting out the pay and service conditions of senior Council officials.

The revisions were made after Delhi Chief Minister Rekha Gupta raised observations on the file, according to a report by Millennium Post. The changes led to corrective amendments in the draft before the Lieutenant-Governor approved it.

Under the revised draft, the Chairperson of the Delhi State Allied and Healthcare Professions Council will hold a full-time position. The post will carry a salary equivalent to that of a Principal Secretary to the Delhi Government, placed in Level 15 of the Pay Matrix, along with applicable travelling allowances.

The rules also specify the remuneration of the Council Secretary. The position will carry pay equivalent to that of a Secretary to the Delhi Government in Level 14 of the Pay Matrix, with a pay range of Rs 1,82,200 to Rs 2,24,100.

A key operational provision is the creation of an online system to maintain the State Register of Allied and Healthcare Professionals. The system is intended to make registration more transparent and efficient, while creating a digital record of professionals covered by the Council.

The revised framework is intended to regulate allied and healthcare professions in Delhi in line with the National Commission for Allied and Healthcare Professions Act, 2021. The Act came into force on May 25, 2021, and provides for standards relating to education and services in the sector.

The national law also provides for assessment of institutions, maintenance of Central and State Registers, promotion of access to allied and healthcare services, research and development, and the adoption of scientific advancements. The Delhi rules provide the state-level administrative framework required to implement these provisions.

Section 22 of the Act requires every state government to constitute a State Allied and Healthcare Council through a notification. Section 68 empowers state governments to frame rules covering the qualifications and experience of Council members, allowances, and the salaries and service conditions of the Secretary and other employees.

The Centre notified the National Commission for Allied and Healthcare Professions Rules, 2021, on May 27, 2021. Delhi’s revised draft rules now set out the structure and administrative conditions for the state Council, including its senior appointments and professional registration system.
