Delhi Healthcare Council Rules Cleared With Online Registration

Delhi healthcare council rules and digital registration for allied healthcare professionals

Delhi Lieutenant-Governor Taranjit Singh Sandhu has approved the revised draft Delhi State Allied and Healthcare Council Rules, 2025, introducing online registration for allied and healthcare professionals and clarifying the pay and service conditions of senior Council officials.

The revisions were made after Delhi Chief Minister Rekha Gupta raised observations on the file, leading to corrective changes in the draft rules, according to a report by Millennium Post. The revised framework is intended to regulate allied and healthcare professions in the national Capital in line with the National Commission for Allied and Healthcare Professions Act, 2021.

Under the approved draft, the Chairperson of the Delhi State Allied and Healthcare Professions Council will hold a full-time position. The post will carry a salary equivalent to that of a Principal Secretary to the Delhi Government, placed at Level 15 of the Pay Matrix, along with applicable travelling allowances.

The rules also specify the remuneration of the Council Secretary. The official will receive pay equivalent to that of a Secretary to the Delhi Government in Level 14 of the Pay Matrix, with a salary range of Rs 1,82,200 to Rs 2,24,100.

A central administrative change is the proposed online system for maintaining the State Register of Allied and Healthcare Professionals. The system is intended to make registration more transparent and efficient by creating a digital mechanism for maintaining professional records. The supplied report does not specify the implementation date, registration portal or the number of professionals expected to use the system.

The framework follows the legal structure established by the National Commission for Allied and Healthcare Professions Act, which came into force on May 25, 2021. The Act seeks to establish standards for education and services in allied and healthcare professions, assess institutions, maintain Central and State Registers, promote access and research, and support the adoption of scientific advancements.

Section 22 of the Act requires every state government to constitute a State Allied and Healthcare Council through a notification. Section 68 empowers state governments to frame rules covering members’ qualifications and experience, allowances, and the salaries and service conditions of the Council Secretary and other employees.

The Centre notified the National Commission for Allied and Healthcare Professions Rules, 2021, on May 27, 2021. Delhi’s revised draft rules now provide the administrative framework for the State Council, including its leadership structure, senior officials’ service conditions and the proposed digital register. Further implementation details will depend on the notification and operationalisation of the rules by the Delhi government.
