Delhi Lieutenant-Governor Taranjit Singh Sandhu has approved the revised draft Delhi State Allied and Healthcare Council Rules, 2025, introducing online registration for allied and healthcare professionals and clarifying the pay and service conditions of senior Council officials.
The revisions were made after Chief Minister Rekha Gupta raised observations on the file, following which corrective changes were incorporated into the draft rules. The revised framework is intended to regulate allied and healthcare professions in Delhi in line with the National Commission for Allied and Healthcare Professions Act, 2021.
Under the approved draft, the Chairperson of the Delhi State Allied and Healthcare Professions Council will hold a full-time position. The post will carry a salary equivalent to that of a Principal Secretary to the Delhi Government, placed at Level 15 of the Pay Matrix, along with applicable travelling allowances.
The Council Secretary’s remuneration will be equivalent to that of a Secretary to the Delhi Government. The post will be placed at Level 14 of the Pay Matrix, with a pay range of Rs 1,82,200 to Rs 2,24,100. The rules also clarify the salaries and service conditions of senior officials associated with the Council.
A central operational provision in the revised framework is the creation of an online system for maintaining the State Register of Allied and Healthcare Professionals. The system is intended to make professional registration more transparent and efficient by moving the register to a digital platform.
The rules are linked to the National Commission for Allied and Healthcare Professions Act, which came into force on May 25, 2021. The legislation provides for maintaining Central and State Registers of allied and healthcare professionals, assessing institutions, setting standards for education and services, and supporting access, research and development and the adoption of scientific advancements.
Section 22 of the Act requires every state government to constitute a State Allied and Healthcare Council through a notification. Section 68 empowers state governments to frame rules covering members’ qualifications and experience, allowances, and the salaries and service conditions of the Secretary and other Council employees.
The Centre notified the National Commission for Allied and Healthcare Professions Rules, 2021, on May 27, 2021. Delhi’s revised draft rules provide the state-level administrative framework for implementing the Act, including the Council’s registration and staffing arrangements.
