Pune Mumbai Corridor Faces Major Highway Expansion

A proposed second high-speed road corridor between Mumbai and Pune has entered the planning stage, as national highway authorities move to assess a new expressway intended to ease mounting traffic pressure on one of India’s busiest economic routes. The project could significantly reduce travel time between the two metropolitan regions while reshaping freight movement, industrial logistics and urban expansion patterns across western Maharashtra. The proposed Pune Mumbai expressway, estimated to cost around ₹15,000 crore, is being evaluated as an access-controlled greenfield corridor connecting the Mumbai Metropolitan Region with Pune’s rapidly growing industrial belt. Officials familiar with the proposal said consultants have been invited to prepare a detailed project assessment, including engineering feasibility, traffic demand and economic viability studies.

According to preliminary plans, the new Pune Mumbai expressway would begin near Chowk in Raigad district before linking with the Jawaharlal Nehru Port corridor and extending towards Pune’s outer ring road network near Shivre. The alignment is expected to strengthen direct connectivity between Mumbai, Navi Mumbai, Pune and major logistics zones tied to port-led manufacturing and warehousing activity. Transport planners say the proposal reflects increasing stress on the existing Mumbai-Pune Expressway, which has experienced rising congestion, accident risks and heavy freight movement over the past decade. Rapid urbanisation in both metropolitan regions, combined with expanding industrial clusters in Pimpri-Chinchwad, Talegaon and Navi Mumbai, has intensified pressure on road infrastructure originally designed for lower traffic volumes. Officials associated with the project indicated that the planned eight-lane corridor may be designed to accommodate nearly 300,000 vehicles daily. The route is also expected to improve freight efficiency between western Maharashtra’s manufacturing centres and the country’s largest container port at JNPT, potentially lowering logistics costs and reducing travel unpredictability for commercial operators.

However, urban policy experts caution that large-scale highway expansion alone may not permanently solve regional mobility challenges unless integrated with rail freight systems, public transport investment and land-use controls. They argue that unchecked highway-led growth can accelerate urban sprawl, increase private vehicle dependence and place additional ecological pressure on sensitive hill and forest regions between Mumbai and Pune. The Pune Mumbai expressway proposal arrives at a time when Maharashtra is pursuing multiple transport infrastructure projects, including elevated corridors, metro expansions and ring roads aimed at improving regional connectivity. Infrastructure economists note that coordinated planning between highways, ports and transit systems will be critical to ensuring long-term economic productivity without worsening emissions and land fragmentation. Environmental specialists are also expected to closely monitor the project’s impact on the Western Ghats and surrounding catchment zones, particularly as climate resilience becomes central to infrastructure planning in flood-prone and ecologically fragile regions.

If implemented with integrated mobility planning and stronger environmental safeguards, the corridor could alter commuter and freight patterns across western India. Yet experts stress that the long-term success of the Pune Mumbai expressway will depend not only on faster travel times, but also on whether the project supports safer, lower-emission and more balanced urban development.
