Maharashtra has outlined an expansive urban redevelopment strategy aimed at reshaping Mumbai’s informal settlements through large-scale rehabilitation housing and cluster-based infrastructure renewal, signalling one of the city’s most ambitious attempts yet to address chronic housing inequality and deteriorating living conditions. At an infrastructure-focused policy event in Mumbai, senior state leaders said the government intends to facilitate nearly 15 lakh rehabilitation homes by 2030 as part of a broader effort to move toward a slum-free Mumbai. The plan centres on cluster redevelopment, an approach that combines fragmented and densely populated settlements into integrated urban neighbourhoods with upgraded roads, sanitation systems, public amenities and transport connectivity.

Officials involved in the initiative said 19 redevelopment clusters have already been identified across the Mumbai Metropolitan Region. The proposed projects are expected to involve coordination among multiple state agencies overseeing housing, transport, industrial land, urban planning and slum rehabilitation. The scale of the proposed transformation reflects the growing pressure on Mumbai’s urban systems. Despite being India’s financial capital, the city continues to face severe housing shortages, ageing infrastructure and overcrowded informal settlements where access to sanitation, open space and basic public services remains uneven. Urban planners argue that without integrated redevelopment, climate risks such as flooding, heat stress and waterlogging could worsen conditions in vulnerable neighbourhoods. The cluster redevelopment model is increasingly being positioned as an alternative to isolated building reconstruction projects that often fail to improve surrounding civic infrastructure. By redeveloping larger zones instead of individual structures, authorities aim to create wider roads, public open spaces, schools, healthcare facilities and drainage systems capable of supporting higher population density more sustainably. The proposed rehabilitation housing programme is also expected to reshape major informal settlements including Dharavi, where sanitation and overcrowding challenges continue to draw national attention.

According to officials associated with the redevelopment process, nearly 1.5 lakh rehabilitation homes are being planned in Dharavi alone. Infrastructure upgrades linked to transport integration, riverfront improvement and multimodal mobility are also under discussion as part of the area’s long-term redevelopment framework. Housing experts, however, caution that the success of any slum rehabilitation programme will depend on execution quality, affordability, social inclusion and long-term liveability. Past redevelopment efforts in Mumbai have often faced criticism over delayed delivery, inadequate transit accommodation and insufficient public amenities in resettlement buildings. Urban economists note that Mumbai’s redevelopment push could significantly influence land use patterns, real estate markets and labour mobility across the metropolitan region over the next decade. At the same time, the transition will require careful balancing between commercial redevelopment pressures and the housing rights of existing residents.

The government has indicated that redevelopment projects will also prioritise the creation of additional public open spaces and community infrastructure. As Mumbai prepares for another phase of rapid urban transformation, the focus is likely to remain on whether rehabilitation housing can evolve beyond vertical resettlement into genuinely inclusive and climate-resilient urban planning.
