The death of a waste picker during duty hours in Pune has intensified calls for stronger social protection and healthcare coverage for thousands of informal sanitation workers who remain central to the city’s waste management system. Worker unions and urban labour advocates are now urging the Pune Municipal Corporation to extend institutional safeguards, including life insurance and medical support, to waste pickers operating across the city. The demand follows the death of a sanitation worker who sustained severe injuries after being struck by a public transport bus while collecting waste in the Kothrud area last month. The worker, who had reportedly spent over a decade collecting segregated waste across residential neighbourhoods, succumbed to injuries after several weeks of treatment, leaving behind a family dependent on informal waste collection for survival.

The incident has once again highlighted the precarious working conditions faced by informal sanitation workers in rapidly expanding urban centres. Despite contributing significantly to recycling, waste segregation and landfill diversion, many waste pickers continue to work without comprehensive accident coverage, health insurance or income protection. Labour rights groups associated with Pune’s waste management ecosystem have written to civic authorities seeking inclusion of waste pickers under the civic body’s contributory healthcare framework currently available to municipal employees. The proposed inclusion, they argue, would reduce financial vulnerability among workers who often face occupational hazards including road accidents, exposure to biomedical waste and long-term respiratory illnesses.

Urban policy experts say the issue extends beyond compensation and reflects broader structural gaps in how Indian cities integrate informal workers into urban governance systems. Pune’s decentralised waste collection model has long depended on waste picker networks that support door-to-door collection, material recovery and recycling efficiency. However, the absence of formal welfare mechanisms has continued to expose workers to economic insecurity despite their role in maintaining urban sanitation. Environmental planners note that waste pickers contribute directly to climate-responsive urban systems by reducing landfill pressure and increasing recycling rates. In cities struggling with rising waste generation and shrinking landfill capacity, informal recycling networks play a crucial role in supporting circular economy goals and reducing municipal waste handling costs. Officials from the civic administration have indicated that extending healthcare and welfare benefits would require policy-level approvals through statutory civic committees. Administrative sources said the demands would be reviewed as part of broader discussions around labour welfare and urban sanitation reforms.

The issue also comes at a time when cities across India are reassessing the resilience of essential urban services following repeated heatwaves, flooding events and public health concerns. Experts believe strengthening protections for frontline sanitation workers is increasingly becoming a public infrastructure issue rather than merely a labour concern. Urban development researchers argue that future-ready cities cannot rely on informal labour systems without parallel investments in safety, healthcare access and income security. They say integrating waste pickers into formal urban welfare frameworks could improve both service delivery and environmental outcomes. As Pune continues to expand and generate larger volumes of municipal waste, the debate around worker protection is expected to shape wider conversations on inclusive and sustainable urban governance in the city.
