Pune Urban Mapping Plan Eyes Housing Reform

Pune and Pimpri-Chinchwad have launched a large-scale GIS mapping and biometric survey of slum settlements, marking one of the region’s most extensive urban data collection exercises aimed at improving rehabilitation planning, infrastructure delivery and housing governance. The initiative, currently being carried out under the supervision of civic and urban planning authorities, seeks to digitally map informal settlements across both cities while creating a verified database of households and residents. Officials say the exercise is intended to strengthen future slum redevelopment programmes, reduce duplication in beneficiary records and support long-term infrastructure planning in densely populated urban pockets.

The Pune slum mapping project comes at a time when the twin-city region is witnessing rapid urban expansion, rising migration and growing pressure on affordable housing systems. Informal settlements continue to house a significant section of the workforce supporting industrial, service and construction economies across Pune Metropolitan Region. Under the survey, authorities are recording spatial and demographic information including the location of structures, occupancy details, access to sanitation and civic services, and household identification data. Biometric verification is also being incorporated to establish a tamper-resistant database that can be used for future housing and rehabilitation schemes.

Urban planners say the use of GIS-based mapping could significantly improve planning efficiency in areas where infrastructure gaps have historically remained poorly documented. Accurate settlement-level data can help authorities identify deficiencies in drainage systems, water supply, waste management and internal road connectivity while enabling targeted investments in underserved neighbourhoods. The Pune slum mapping exercise is also expected to influence redevelopment policy decisions in the coming years. Officials associated with the initiative indicated that verified data may help reduce disputes linked to eligibility during rehabilitation projects, a recurring challenge in large-scale urban renewal programmes across Indian cities. Experts in urban governance note that digital mapping tools are increasingly becoming central to infrastructure planning as cities attempt to balance growth pressures with land management and service delivery demands. GIS platforms allow civic agencies to integrate settlement data with transport planning, environmental monitoring and disaster management systems.

However, social sector observers have emphasised that the effectiveness of such surveys will depend on how transparently the collected data is used. Concerns around data privacy, exclusion risks and rehabilitation fairness remain critical in informal housing settlements where legal documentation is often limited. At the same time, civic authorities argue that verified datasets are necessary to ensure that welfare benefits, redevelopment housing and infrastructure upgrades reach legitimate residents without duplication or fraudulent claims. The integration of GIS-based governance systems is also expected to improve coordination between departments responsible for urban services. As Pune and Pimpri-Chinchwad continue to urbanise at a rapid pace, planners believe the success of future affordable housing and redevelopment initiatives will increasingly depend on reliable urban data systems. The ongoing survey could therefore become a significant benchmark for how Indian cities use digital tools to manage informal growth while planning more inclusive and infrastructure-ready urban regions.
