Maharashtra Expands Marine Tourism With Artificial Reef

Maharashtra has initiated what is being positioned as India’s first submarine-based tourism project after a decommissioned naval vessel was placed on the seabed off the Sindhudurg coast, signalling a new approach to marine tourism that combines coastal infrastructure, ecological restoration and experiential travel. The retired warship, formerly used by the Indian Navy for amphibious and logistics operations, has been submerged near Nivati Rock in the Konkan region as part of a larger underwater tourism initiative led by state tourism authorities in coordination with maritime and engineering agencies. Officials say the project is intended to create an artificial reef ecosystem while diversifying tourism activity beyond conventional beach-based travel.

The submerged vessel has been positioned at a depth of around 22 metres following environmental assessments and seabed studies conducted by marine research institutions and coastal authorities. According to project officials, the selected site was cleared for deployment after scientific evaluations concluded that the area did not contain natural coral formations vulnerable to ecological disruption. Marine ecologists note that carefully prepared artificial reef structures can create habitats for fish, algae and coral species over time, potentially supporting biodiversity recovery in degraded coastal zones. The former naval ship underwent environmental cleaning and hazardous material removal before submersion to reduce contamination risks within the marine ecosystem. The Sindhudurg underwater tourism initiative reflects a broader trend among coastal regions seeking to develop experience-led tourism while leveraging existing maritime assets. Tourism economists say projects linked to diving, reef tourism and marine exploration can generate employment opportunities for local communities through hospitality, transport services, boating operations and certified diving activities.

Officials involved in the project are planning a tourism access model that would allow visitors to travel by speedboat from the mainland to an offshore viewing zone before participating in scuba diving or submarine-based observation experiences. Authorities are also expected to introduce regulated booking systems and operational guidelines aimed at controlling tourist movement and protecting underwater habitats from overuse. Urban and environmental planners, however, caution that long-term ecological monitoring will be critical to ensure tourism growth does not place excessive stress on the coastal environment. Sustainable marine tourism projects often require strict carrying-capacity management, waste control measures and continuous biodiversity assessment to prevent damage from unregulated visitor activity. The project also highlights the growing role of coastal infrastructure investment in Maharashtra’s regional development strategy. Sindhudurg and the wider Konkan belt have increasingly attracted attention for tourism-led economic growth, particularly as infrastructure upgrades improve road and maritime connectivity between Mumbai, Goa and western coastal districts. Industry analysts say the underwater tourism project could position Maharashtra within a niche but expanding segment of global experiential tourism centred on marine ecosystems and underwater heritage.

Similar initiatives in Southeast Asia and parts of Europe have combined artificial reef creation with tourism development to support local economies while encouraging marine conservation awareness. As operational planning moves forward, the long-term success of the Sindhudurg underwater tourism project will likely depend on balancing visitor demand with ecological safeguards, community participation and transparent environmental oversight across the coastal zone.
